In making an application to the Central Government under section 124 of the Act for the acquisition of land, the Cantonment Board shall state clearly the necessity for the acquisition and shall submit an estimate of the compensation to be paid and any revenue to be remitted and the Cantonment Board shall also certify that acquisition by private contract has been found impracticable or is, for special reasons, undesirable.
