PART II—Section 3—Sub-section (i) प्राजधकार से प्रकाजित PUBLISHED BY AUTHORITY कार्ममक, लोक जिकायत तथा पेंिन मंत्रालय (कार्ममक एवं प्रजिक्षण जवभाग) ऄजधसूचना नइ ददल्ली, 29 जुलाइ, 2021 सा.का.जन. 512(ऄ).—कें द्रीय सरकार, प्रिासजनक ऄजधकरण ऄजधजनयम, 1985 (1985 का 13) की धारा 13 की ईप धारा (1) और (2) के साथ पठित धारा 35 द्वारा प्रदत्त िजियों का प्रयोग करते हुए, कें द्रीय प्रिासजनक ऄजधकरण (समूह ‘क और ‘ख’ पुस्ट्तकालय पद) भती जनयम, 2014 का संिोधन करने के जलए जनम्नजलजखत जनयम बनाते ह,ै ऄथाात ्:-
1. संजक्षप्त नाम और प्रारंभ.—(1) आन जनयमों का संजक्षप्त नाम कें द्रीय प्रिासजनक ऄजधकरण (समूह ‘क और ‘ख’ पुस्ट्तकालय पद) भती (संिोधन) जनयम, 2021 ह ैI
(2) ये राजपत्र में ईनके प्रकािन की तारीख को प्रवतृ्त होंग ेI
2. कें द्रीय प्रिासजनक ऄजधकरण (समूह ‘क और ‘ख’ पुस्ट्तकालय पद) भती जनयम, 2014 में, (जजस ेआसमें आसके पश्चात ईि जनयम कहा गया ह)ै, जनयम 3 के स्ट्थान पर, जनम्नजलजखत जनयम रखा जाएगा, ऄथाात्त :- “3. पदों की संख्या, वगीकरण और वतेन मठैरक्स में स्ट्तर.—ईि पदों की संख्या, ईनका वगीकरण और ईसस ेसंलग्न वेतन मैठरक्स में स्ट्तर वह होगा, जो आन जनयमों से ईपाबद्ध ऄनुसूची के स्ट्तंभ (2) से स्ट्तंभ (4) में जवजनर्ददष्ट दकया जाएगा I”
3. ईि जनयमों की, ऄनुसूची में,— (क) पुस्ट्तकालय और सूचना ऄजधकारी पद से सम्बंजधत क्रम संख्यांक 1 के सामन,े —
(i) स्ट्तंभ 4 में, स्ट्तंभ िीर्ाक और ईससे संबंजधत प्रजवजष्टयों के स्ट्थान पर जनम्नजलजखत स्ट्तंभ िीर्ाक और प्रजवजष्टया ं रखी जाएँगी, ऄथाात :- सं. 414] नइ ददल्ली, बृहस्ट् पजतवार, जुलाइ 29, 2021/श्रावण 7, 1943 No. 414] NEW DELHI, THURSDAY, JULY 29, 2021/SHRAVANA 7, 1943 सी.जी.-डी.एल.-अ.-29072021-228563 CG-DL-E-29072021-228563 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] “ वेतन मैठरक्स में स्ट्तर”
(4) स्ट्तर 11 (67700 - 208700 रु.)”;
(ii) स्ट्तंभ (11) में, — (क) (i) प्रोन्नजत ईपिीर्ाक में, “वेतन बैंड-2, 9300 – 34800 रु. के साथ 4600/- रु. का ग्रेड वेतन” िब्दों, ऄंकों और ऄक्षरों के स्ट्थान पर, “वेतन मैठरक्स में स्ट्तर 7 (44900 - 142400 रु.)” िब्द, ऄंक और ऄक्षर रखे जाएगंे;
(ख) (i) प्रोन्नजत ईपिीर्ा में ठिप्पण 2 का लोप दकया जाए;
(ग) (ii) प्रजतजनयुजि (जजसके ऄंतगात ऄल्पकाजलक संजवदा भी ह)ै ईपिीर्ाक में, मद (क) में, ईप-मद (ii) में, “वेतन बैंड-2, 9300 – 34800/- रु. के साथ 4600/- रु. का ग्रडे वेतन” िब्दों, ऄंकों और ऄक्षरों के स्ट्थान पर, “वेतन मैठरक्स में स्ट्तर 7 (44900 - 142400 रु.)” िब्द, ऄंक और ऄक्षर रखे जाएगंे;
(घ) वांछनीय ईपिीर्ाक में, ठिप्पण 4 का लोप दकया जाए I (ख) सहायक पुस्ट्तकालय और सूचना ऄजधकारी पद से सम्बंजधत क्रम संख्यांक 2 के सामन,े —
(i) स्ट्तंभ 4 में, प्रजवजष्ट के स्ट्थान पर जनम्नजलजखत प्रजवजष्ट रखी जाएँगी, ऄथाात :-
(4) “स्ट्तर 7 (44900 - 142400 रु.)”;
(ii) स्ट्तंभ (11) में,- (क) (i) प्रोन्नजत ईपिीर्ाक में, “वेतन बैंड-2, 9300 – 34800/- रु. के साथ 4200/- रु. का ग्रेड वेतन” िब्दों, ऄंकों और ऄक्षरों के स्ट्थान पर, “वेतन मैठरक्स में स्ट्तर 6 (35400 - 112400 रु.)” िब्द, ऄंक और ऄक्षर रखे जाएगंे;
(ख) (i) प्रोन्नजत ईपिीर्ाक में ठिप्पण 2 का लोप दकया जाए;
(ग) (ii) प्रजतजनयुजि (जजसके ऄंतगात ऄल्पकाजलक संजवदा भी ह)ै ईपिीर्ा में, मद (क) में, ईप-मद (ii) में, “वेतन बैंड-2, 9300 – 34800/- रु. के साथ 4200/- रु. का ग्रडे वेतन” िब्दों, ऄंकों और ऄक्षरों के स्ट्थान पर, “वेतन मैठरक्स में स्ट्तर 6 (35400 - 112400 रु.)” िब्द, ऄंक और ऄक्षर रखे जाएगंे;
(घ) (ii) प्रजतजनयुजि (जजसके ऄंतगात ऄल्पकाजलक संजवदा भी ह)ै ईपिीर्ाक में, ठिप्पण 4 का लोप दकया जाए I (ग) पुस्ट्तकालय और सूचना सहायक पद से सम्बजंधत क्रम संख्यांक 3 के सामन,े —
(i) स्ट्तंभ 4 में, प्रजवजष्ट के स्ट्थान पर जनम्नजलजखत प्रजवजष्ट रखी जाएँगी, ऄथाात :-
(4) “स्ट्तर 6 (35400 - 112400 रु.)”;

(ii) स्ट्तंभ (10) में, “सीधी भती द्वारा” िब्दों के पश्चात, जनम्नजलजखत ऄतः स्ट्थाजपत दकया जाएगा, ऄथाात :- “ठिप्पण: पदधारी के प्रजतजनयुजि या लम्बी बीमारी या ऄध्ययन छुट्टी या दकन्ही ऄन्य पठरजस्ट्थजतयों में एक वर्ा या ईससे ऄजधक ऄवजध के जलए बाहर रहने के कारण हुइ ठरजियां कें द्रीय सरकार के ऐसे ऄजधकाठरयों में से प्रजतजनयुजि के अधार पर भरी जाएँगी – (क) जो जनयजमत अधार पर सदिृ पदधारण करत ेहो; या (ख) जजन्होनें वेतन मैठरक्स में स्ट्तर 5 (29200 - 92300 रु.) में छह वर्ा जनयजमत सेवा की ह;ै और (ग) जो स्ट्तंभ (7) के ऄधीन सीधे भती दकय े जाने वाल े व्यजियों के जलए जवजहत ऄहताा और ऄनुभव रखते हो । ठिप्पण 1: प्रजतजनयुजि की ऄवजध, जजसके ऄंतगात कें द्रीय सरकार के ईसी या दकसी ऄन्य संगिन या जवभाग में जनयुजि से िीक पहल े धाठरत दकसी ऄन्य पूवा काडर पर प्रजतजनयुजि की ऄवजध ह,ै साधारणतया तीन वर्ा से ऄजधक नहीं होगी । ठिप्पण 2: प्रजतजनयुजि द्वारा जनयुजि के जलए ऄजधकतम अयु सीमा अवेदन प्राप्त करने की ऄंजतम जतजथ को 56 वर्ा से ऄजधक नहीं होगी ;”
(iii) स्ट्तंभ (11) में, ठिप्पण, ठिप्पण 1, ठिप्पण 2, ठिप्पण 3 और ठिप्पण 4 का क्रमिः लोप दकया जाए;
(iv) स्ट्तंभ (11) में जनम्नजलजखत प्रजवजष्ट जवजहत की जाएँगी, ऄथाात “लागू नहीं होता” । [फा. स. ए-12011/2/2013-ए. िी.]

(2) of section 13 of the Administrative Tribunals Act, 1985 (13 of 1985), the Central Government hereby makes the following rules to amend the Central Administrative Tribunal (Group ‗A‘ and Group ‗B‘ Library Posts) Recruitment Rules, 2014, namely:-
1. Short title and commencement.—(1) These rules may be called the Central Administrative Tribunal (Group ‗A‘ and Group ‗B‘ Library Posts) Recruitment (Amendment) Rules, 2021.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Administrative Tribunal (Group ‗A‘ and Group ‗B‘ Library Posts) Recruitment Rules, 2014 (hereinafter referred to as the said rules), for rule 3, the following rule shall be substituted, namely:- ―3. Number of posts, classification and Level in Pay Matrix.—The number of said posts, their classification and the Level in the Pay Matrix attached thereto, shall be as specified in columns (2) to (4) of the said Schedule.‖.

3. In the said rules, in the Schedule, —
(a) against serial number 1, relating to the post of Library and Information Officer,ꟷ
(i) in column (4), for the column heading and the entries relating thereto, the following column heading and entries shall be substituted, namely:-
(ii) in column (11), — (A) in the sub-heading (i) Promotion, for the words, figures and letters ―pay band-2, Rs. 9300 - 34800 plus grade pay of Rs. 4600/-‖, the words, figures and letters ―Level 7 (Rs. 44900 – 142400) in the Pay Matrix‖ shall be substituted;
(B) in the sub-heading (i) Promotion, Note 2 shall be omitted;
(C) in the sub-heading (ii) Deputation (including Short-term contract), in item (a), in sub-item (ii), for the words, figures and letters ―pay band-2, Rs. 9300 – 34800/- plus grade pay of Rs. 4600/-‖, the words, figures and letters ―Level 7 (Rs. 44900 – 142400) in the Pay Matrix‖ shall be substituted;
(D) in the sub-heading Desirable, Note 4 shall be omitted.
(b) against serial number 2, relating to the post of Assistant Library and Information Officer, —
(i) in column (4), for the entry, the following entry shall be substituted, namely:-
(ii) in column (11),- (A) in the sub-heading (i) Promotion, for the words, figures and letters ―pay band-2, Rs. 9300 – 34800/- plus grade pay of Rs. 4200/-‖, the words, figures and letters ―Level 6 (Rs. 35400 – 112400) in the Pay Matrix‖ shall be substituted;
(B) in the sub-heading (i) Promotion, Note 2 shall be omitted;
(C) in the sub-heading (ii) Deputation (including Short-term contract), in item (a), in sub-item (ii), for the words, figures and letters ―pay band-2, Rs. 9300 – 34800/- with grade pay of Rs. 4200/-‖, the words, figures and letters ―Level 6 (Rs. 35400 – 112400) in the Pay Matrix‖ shall be substituted;
(D) in the sub-heading (ii) Deputation (including Short-term contract), Note 4 shall be omitted.
(c) against serial number 3, relating to the post of Library and Information Assistant, —
(i) in column (4), for the entry, the following entry shall be substituted, namely:- ―Level in Pay Matrix
(4) Level 11 (Rs. 67700 - 208700)‖;
(4) ―Level 7 (Rs. 44900 - 142400)‖;
(4) ―Level 6 (Rs. 35400 - 112400)‖;

(ii) in column (10), after the words ―Direct Recruitment‖, the following shall be inserted, namely:- ―Note: Vacancies caused by the incumbent being away on deputation or long illness or study leave or under other circumstances for a duration of one year or more may be filled on deputation basis from officers of Central Government –
(a) holding analogous posts on regular basis; or
(b) with six years regular service in the Level 5 (Rs. 29200 – 92300) in the Pay Matrix;
and
(c) possessing the qualification and experience prescribed for direct recruits under column (7).
Note 1: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or department of the Central Government shall ordinarily not to exceed three years.
Note 2: The maximum age limit for appointment by deputation shall be ‗not exceeding fifty-six years‘ as on the closing date of receipt of application;‖
(iii) in column (11), the Note, Note 1, Note 2, Note 3 and Note 4 shall respectively be omitted;
(iv) In column (11), the following entry shall be prescribed, namely ―Not Applicable‖.
