म 1 जांच से पूव या जब तक इंजन आयल तापमान (टी0) या �शीतक तापमान (टीसी) या ? पाक \ लग सीट/गैसकट तापमान (टीपी) सोक �े" के तापमान के समतु�य न हो जाए, छह घंटे से अ�यून और छ5ीस घंटे से अनािधक अविध के िलए तक रखा जाएगा । 5. नमूनाकरण से पहले उपNमाGमक चलन अपेि�त नह0 है, नमूनाकरण टी = 0 स&केड पर �ारंभ होता ह ै। 6. िवV व^ यापी सामंज?यकृत मोटर साइ�कल उG सज न �माण प" (ड. लयू एमटीसी) के _ेकडाउन सड़क प�रवहन और राजमाग मं"ालय या क& ीय मोटर यान िनयम या समय-समय पर यथासंशोिधत �क? म अनुमोदन ��Nया 115/116 (एमओआरटीएच/सीएमवीआर/टीएपी-115/116) के अa याय 8 के उपाबंध 5 म& �दए अनुसार ह,गे । 7. गैसोलीन यान के िलए संदभ ईधन उ+ िनयम, के उपाबंध 4-ञ और संपीिड़त �ाकृितक गैस (सीएनजी) तथा िवकृत पेbोिलयम गैस (एलपीजी) के िलए संदभ cधन वह होगा जो वािणिd यक प से उपल. ध ह ै। 8. वािणिd यक गैसोलीन के िलए िविशिP टयां उ[ त िनयम, के उपाबंध 4-ढ़ म& यथा िविन@दP ट ह,गी । मलू िनयम, के िनयम 115 के उप िनयम 15 के पैरा (क) म& िविन@दP ट से िभ� न �े", के िलए वािणिd यक गैसोलीन, गैसोलीन के िलए भारतीय मानक िविशिP ट आई एस 2796-2008 के अनुसार होगी । वािणिd यक सीएनजी और एलपीजी के िलए िविशिP टय, को समय-समय पर अिधसूिचत �कया जाएगा । 9. �टकाऊपन के िलए अपे�ाH (30,000 �कलोमीटर के �टकाऊपन �चालन पर िवचार करते 7ए CO-1.2, NOX–1.2 और HC+NOx-1.2) पूवf+ िविन@दA वृह5 उGसज न मानक, म& ही तैयार �कया गया ह ै। 10. सीएनजी िविध से �चालन कर रहे यान, के िलए िनयम 115ख के उपबंध लागू ह,गे । 11. एनपीजी िविध से �चालन कर रहे यान, के िलए िनयम 115ग के उपबंध लागू ह,गे । 12. इसम& िविन@दP ट गैसोलीन या सीएनजी या एलपीजी यान िनयम 115 के उपिनयम (2) के खंड (i) के उपबंध, का अनुपालन कर&गे । 13. N&ककेस वातायन �णाली वातावरण म& �कसी भी N& ककेस गैस के उG सज न को अनुgात नह0 करेगी। 14. गैसोलीन चािलत यान, के िलए उG सज न मानक इस पर िनभ र करते 7ए �क िविनमा ता %ारा *मान उG सज न मानक सारणी 1 के Nमश: ? तभं (4) या ? तंभ (5) से अंगीकृत HC+NOx मानक और जांच ��Nया समय-समय पर यथासंशोिधत (एमओआरटीएच/सीएमवीआर/टीएपी-115/116) के अनुसार 2g/परी�ण या 6g/परी�ण से अिधक नह0 ह,गे । 15. उGपादन क� पुिA क� (सीओपी) आवतQ और नमूनाकरण उ[ त िनयम, के िनयम 115 के उपिनयम (12) के खंड (ङ) के अनुसार होगी । II. ऊपर पैरा क 1 म& िविन@दP ट से िभ� न ?पाक दहन इंजन, वाले दपुिहय, के िलए *मान उG सज न मानक (भारत ?तर IV) (50 सीसी < और V अिधकतम < 50 �कलोमीटर/�ितघंटा):
4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] वृह+वृह+वृह+वृह+ उ�सज�नउ�सज�नउ�सज�नउ�सज�न मानकमानकमानकमानक सारणीसारणीसारणीसारणी----2222 �दषूक़ टीए = सीओपी मानक (जी/�कलोमीटर) jास कारक (डीएफ) (1) (2) (3) CO 0.75 1.2 HC+NOx 0.75 1.2 �ट"पण�ट"पण�ट"पण�ट"पण :::: 1. सीएनजी िविध से �चालन कर रहे यान, के िलए िनयम 115ख के उपबंध लागू ह,गे । 2. एलपीजी िविध से �चालन कर रहे यान, के िलए िनयम 115ग के उपबंध लागू ह,ग े। 3. इसम& िविन@दA गैसोलीन/सीएनजी/एलपीजी यान िनयम 115 के उपिनयम (2) के खंड (i) के उपबंध, का अनुपालन कर&गे । 4. गैसोलीन यान के िलए संदभ cधन उ+ िनयम, के उपाबंध 4-ञ और सीएनजी तथा एलपीजी के िलए सदंभ cधन वह होगा जो वािणिd यक प से उपल. ध ह ै। 5. वािणिd यक गैसोलीन के िलए िविशिP टयां उक् त िनयम, के उपाबंध 4-ढ़ म& यथािविन@दP ट ह,गी । मूल िनयम, के िनयम 115 के उप-िनयम 15 के पैरा (क) म& िविन@दP ट से िभ� न �े", के िलए वािणिd यक गैसोलीन, गैसोलीन के िलए भारतीय मानक िविशिP ट आई एस 2796-2008 के अनुसार होगी । वािणिd यक सीएनजी और एलपीजी के िलए िविशिP टय, को समय-समय पर अिधसूिचत �कया जाएगा । 6. िनयम 115 के उपिनयम 12 के खंड (क), (ग), (झ), (ङ) और (च) के उपबंध िसवाय उसम& परंतुक के उ+ यान को लागू ह,गे । ख. डीजल इंजन से सुसिkत दपुिहया यान- *मान उG सज न मानक वही ह,गे जो ितपिहया डीजल यान, को लागू होते हS । [सं. आरटी----11036/49/2012----एमवीएल] संजय बंदोपाaयाय,,,, संयु+ सिचव �ट"पण�ट"पण�ट"पण�ट"पण :::: मूल िनयम भारत के राजप" सा.का.िन. 590(अ) तारीख 2 जून, 1989 म& अिधसूिचत �कए गए थे और अंितम संशोधन सा.का.िन. 409(अ), तारीख 18 जून, 2014 %ारा �कया गया था । MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 4th July, 2014 G.S.R. 431(E).—Whereas, the draft rules further to amend the Central Motor Vehicle Rules, 1989, were published as required under sub-section (1) of section 212 of the Motor Vehicles Act, 1988 (59 of 1988), vide notification of the Government of India in the Ministry of Road Transport and Highways number G.S.R. 186(E), dated the 14th March, 2014 in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section(i), inviting objections and suggestions from all persons likely to be affected thereby;
And whereas, copies of the said Gazette notification were made available to the public on the 14th March, 2014;
And whereas, the objections and suggestions received from the public in respect of the said draft rules have been considered by the Central Government;
Now, therefore, in exercise of the powers conferred by section 110 of Motor Vehicles Act, 1988 the Central Government hereby makes the following rules further to amend the Central Motor Vehicles Rules, 1989, namely:—
1. (1) These rules may be called the Central Motor Vehicles (11th Amendment) Rules, 2014.
(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Central Motor Vehicles Rules, 1989 (hereinafter referred as the said rules), in rule 115, in sub-rule (14), in clause (FA), the following provisos shall be inserted, namely:— “Provided that the two wheelers manufactured on and after the 1st April 2016 for new types of vehicle models and from the 1st April, 2017 for existing types of vehicle models, for the areas other than those specified in clause (a) of sub-rule
(15) of rule 115, shall be type approved as per requirements of sub-rule (16):
Provided further that the Conformity of Production (COP) requirements shall also be as specified in sub-rule (16).”
3. In the said rules, in rule 115, after sub-rule (15), the following sub-rule shall be inserted, namely:— “(16) Mass emission standards (Bharat Stage IV) for two wheelers,— The following mass emission standards (Bharat Stage IV) shall come into force for two wheelers manufactured on and after the 1st April, 2016 for new types of vehicle models and from the 1st April, 2017 for existing types of vehicle models— A. Two wheeled vehicles fitted with gasoline engines— I. Mass emission standards (Bharat Stage IV) for two wheelers, with engine capacity exceeding 50 cc and a maximum design speed exceeding 50km per hour: Based on World-wide Harmonized Motorcycle Test Cycle (WMTC)- Table 1 Class TA=COP norms (g/km) CO NOx HC + NOx If the evaporative emission complies with 2 g/test If the evaporative emission complies with 6 g/test

50 cm³ < engine capacity < 150 cm³ and Vmax < 50 km/h or engine capacity < 150 cm³ and 50 km/h <Vmax< 100 km/h Part 1 Reduced Speed cold followed by Part 1 Reduced Speed Hot Part 1 Reduced Speed cold shall be 50% and Part 1 Reduced Speed Hot shall be 50% Sub-Class 2.1 Vehicles that fulfill the following specifications belong to class 2-1:
Engine capacity < 150 cm³ and 100 km/h <Vmax< 115 km/h or Engine capacity ≥ 150 cm³ and Vmax< 115 km/h Part 1 Reduced Speed cold followed by Part 1 Reduced Speed Hot Part 1 Reduced Speed cold shall be 50% and Part 1 Reduced Speed Hot shall be 50% Sub-Class 2.2 Vehicles that fulfill the following specifications belong to class 2-2:
115 km/h< Vmax< 130 km/h Part 1 cold followed by Part 2 Hot Part 1 cold shall be 30% Part 2 hot shall be 70% 6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] Sub-Class 3-1 Vehicles that fulfill the following specifications belong to class 3-1:
130 km/h <Vmax< 140 km/h Part 1 cold followed by Part 2 Hot followed by Part 3 reduced speed Part 1 cold shall be 25% Part 2 Hot shall be 50% and Part 3 reduced shall be 25% Sub-Class 3-2 Vehicles that fulfill the following specifications belong to class 3-2:
Vmax ≥140 km/h Part 1 cold followed by Part 2 Hot followed by Part 3 Part 1 cold shall be 25% Part 2 Hot shall be 50% and Part 3 shall be 25%
2. The test procedure and driving cycles shall be as per United Nations Economic Commission for Europe (UN ECE) Global Technical Regulation (GTR)-2 incorporating Amendment 2, with preconditioning soaking and cold start on chassis dynamometer as specified above.
3. Vehicle preconditioning: Operated through the cycles prescribed as above.
4. Vehicle soaking: The vehicle shall be stored for not less than six hours and not more than thirty six hours prior to the cold start Type 1 test or until the engine oil temperature (T O ) or the coolant temperature (T C ) or the sparkplug seat/gasket temperature (T P ), only for air cooled engine, equals the air temperature of the soak area.
5. Preparatory running before sampling is not required, sampling starts at T=0 second.
6. Break down of different parts of Worldwide Harmonised Motorcycle Emission Certification (WMTC) shall be as per the details given in Annexure 5 of Chapter XIII A of Ministry of Road Transport and Highways or Central Motor Vehicles Rules or Type Approval Procedure -115/116 (MoRTH/CMVR/TAP-115/116) as amended from time to time.
7. The reference fuel for gasoline vehicle shall be as specified in Annexure-IV-J of the said rules and reference fuel for Compressed Natural Gas (CNG) and for Liquefied Petroleum Gas (LPG) shall be as commercially available.
8. The specification of commercial gasoline shall be as specified in Annexure IV-N of the said rules. For the areas other than those specified in Para (a) of sub-rule 15 of rule 115 of principal rules commercial gasoline shall be as per Bureau of Indian Standards specification IS: 2796-2008 for gasoline. Specification for commercial CNG and LPG shall be as notified from time to time.
9 Requirements of durability (for CO - 1.2, NOx - 1.2 & HC+NOx - 1.2 considering 30,000 km. durability run) have been built into the mass emission standards specified above.
10 For vehicles operating on CNG mode, the provisions of rule 115-B shall be applicable.
11 For vehicles operating on LPG mode, the provisions of rule 115-C shall be applicable.
12 Gasoline or CNG or LPG vehicles specified herein shall comply with the provisions of clause (i) of sub-rule (2) of rule 115.
13 Crankcase ventilation system shall not permit the emission of any of the crankcase gases into the atmosphere.
14 Evaporative emission for gasoline driven vehicles shall not be more than 2g/test or 6 g/test, depending on whether the norm for HC + NOx adopted by manufacturer is from Column (4) or Column (5) respectively of table 1 of mass emission norms and the test procedure shall be as per MoRTH/CMVR/ TAP-115/116, as amended from time to time.
15 Conformity of production (COP) frequency and sampling shall be as per clause (e) of sub-rule (12) of rule 115 of the said rules.
II. Mass emission standards (Bharat Stage IV) for two wheelers with Spark Ignition engines, other than those specified in para A.I above:(Vehicles with cc ≤ 50 and Vmax ≤50 km/hr):

1. For vehicles operating on CNG mode, the provisions of rule 115-B shall be applicable.

3. Gasoline or CNG or LPG vehicles specified herein shall comply with the provisions of clause (i) of sub-rule (2) of rule 115.
4. The reference fuel for gasoline vehicle shall be as specified in Annexure IV-J of the said rules and reference fuel for CNG and LPG shall be as available commercially.
5. The specification of commercial gasoline shall be as specified in Annexure IV-N of the said rules and for the areas other than those specified in clause (a) of sub-rule 15 of rule 115 of principal rules commercial gasoline shall be as per Bureau of Indian Standards specification IS: 2796-2008 for gasoline. The Specification for commercial CNG and LPG shall be as notified from time to time.
6. The provision of clauses (a), (c), (i), (e) and (f) of sub-rule 12 of rule 115, except the proviso therein, shall be applicable to the said vehicle.
B. Two wheeled vehicles fitted with diesel engines— The mass emission standards shall be same as those applicable for diesel three-wheelers.
