In these ruleq unless the context otherwhc rcquires,-
(a)'Acf means tbe Water (Prcvention and Contol ofPollution Acl 1974 (6 of l97a);
ibi.Cental poltution Conrol Board'metns the Cenral Pollution Contsol Board constituted under section 3 ofthe Act;
(c) "Chairman" means the Chcirman ofthe Cental Pollution Control Boord'

(i) holds an analogous post on regular basis in the parent cadre or dcparfinenti or
(ii) has tfu€e years of regUlar service in the gnde rendered after appointment th€reto on regUlar basis in the Pay B",rd-4(Rs.37,400-67,000)withGradePayofRs'10,000inthcPu€ntcadreordcpafirnenqand
(iii) possesscs the qualifications and expcrience sPecificd in clausc (a); or
(c) is or has b€ea in All Indis scrvica or irsny civil service of the Union, holding the posr in the rank of Additional s€cr€tary to th€ Govemment of India on regular basis, or emPanelled as Addition l secretary to the Govsrnment of India" or having tbrcc years of regulor service in the grade rcndcred after empsnelrnent as Joint seqetary to tb€ Govcmm€nt of Indi4 and possesses a Degrcc in scienc€ or Enginccring and ha.s knowledge md experience of ar least thr€e years in arcas rcl8ted to environment protectlon' Erplrnrtiotr -

(3) For the purpose of subrule (2), the period of central deputation including period of central deputation in another excadre post held immediately preceding this appointment in the same or some other organisation under the Ministry or Department ofthe Cenhal Govemment shall not ordinarily exceed three years.
(4) The percon to bc nominatcd as Chairman shall be of outstanding merit and impeccabh integrity with no possibility of conflict of inte.est between his earlier employment and in holding the charge ofthe post of Chairman.
