Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central Government from time to time in this regard.

(iii) Post Graduate Diploma in teaching of English or English studies awarded by Central Institute of English and Foreign Languages, Hyderabad or equivalent Institute.

(iv) Ten years experience of Teaching or Research in Universities or Colleges and other Institution of higher education, such as, Regional Institutes of English or any Institutes imparting degree/post graduate level classes recognized by the Central_/.State/UT.

Note 1: Qualifications are relaxable at the discretion of the Union Public Service Commission, in case of candidates otherwise well qualified. -• • Note 2 : The qualification(s) regarding experience is

(are) relaxable at the discretion of the Union Public x Service Commission in the case of candidates belonging to Scheduled Castes or Scheduled Tirbes. If at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved forthem.

Note 3 : In terms of para 3.3.0 of the University Grants Commission Notification No. F. 3- 1/94(PS) dated 24-12-98 on revision of pay scales, minimum qualifications for appointment of teachers in Universities and Colleges and other measures for the maintenance of standard 1998 and in terms of University Grants Commission’s letterNo. F. 1-13/99(PS)/Pt. file dated the 27th November, 2001, the minimum requirement of 55% at Master’s level shall not be insisted upon for Principals, Professors, Readers, Registrars, Deputy Registrars, Librarians, Deputy Librarians, Director of Physical Education, Deputy Director of Physical Education for the existing incumbents, who are already in the University system and the minimum requirement in their case shall be at least 50% of marks at Master’s level but 55% of marks at master’s level, shall be insisted upon for those entering the system from out side.

Promotion:

Lecturers in Regional Institute of English, with ten years regular service in the grade.

(12)______________________________ ' or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Deputation (including short-term contract):

Officers of the Central or State Governments or Union Territories or Research Institutions or Statutory Bodies or Autonomous Bodies :—

(a) (i) holding analogous post on regular basis in the parent cadre or department; or

(ii) with five years service in the grade rendered after appointment thereto on regular basis in the scale of pay of Rs. 10000—15200 (Pre­ revised) or equivalent in the parent cadre or department; or

(iii) with ten years service in the grade rendered after appointment thereto on a regular basis in the scale of pay of Rs. 8000—13500 (Pre-revised) or equivalent in the parent cadre or department; and

(b) possessing the educational qualifications and experience prescribed for direct recruits under column 8.

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, deputationists shall not eligible for consideration for appointment by promotion.

Note 2 : Period of deputation or contract including period of deputation or contract in another ex-cadre post held immediately proceeding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.

Note 3 : The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding 56 years, as on the closing date of receipt of applications.

(13) If Departmental Promotion Committee exists, what is its Composition Circumstances in which Union Public Service Commission is to be consulted in making recruitment
