Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(iii) Total experience of ten years of teaching or research in Universities or Colleges and other Institutions or Higher Learning.

Note 2 : The qualification^) regarding experience is

(are) relaxable at the discretion of the Union Public Service Commission in the case of candidates belonging to Scheduled Castes or Scheduled Tirbes. If at any stage of selection, the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the postsfeserved forthem.

Promotion : Lecturers in Government Home Science College will be eligible for promotion to the post of Principal (Readers Grade) with the following qualifications and experience:—

(i) with five years of service in the senior scale.

(ii) possessing a Ph.D. Degree from a recognised University or equivalent or has equivalent published work.

(iii) Made some mark in the areas of scholarship and Research as evidenced e.g. by self assessment, reports of referees, quality of publications, contribution to educational, innovation, design of new courses and curricula and extension activities.

(iv) After placement in the senior scale participated in two refresher courses or summer institutes of approved duration, or engaged in other appropriate continuing education programmes of comparable quality as may be specified or approved by the University Grants Commission, and

(v) Possesses consistently good performance appraisal reports.

Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade alongwith their juniors, who have already completed such qualifying or eligibility service.

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years service in the grade rendered after appointment thereto on a regular basis in the scale of pay ofRs. 10,000-15,200 (pre-revised) or equivalent in the parent cadre or department; or

(iii) with ten years service in the grade rendered after appointment thereto on a regular basis in the scale of pay of Rs. 8,000-13,500 (pre-revised) or equivalent in the parent cadre or department; and

(b) possessing the educational qualifications and experience prescribed for direct recruits under column

(8).

Note 1:—The Departmental officers in the feeder category who are in the direct line of promotion, shall not be eligible for consideration for appointment on deputation. Similarly depittationist shall not eligible for consideration for appointment by promotion.

Note 2 :—Period of deputation or contract including period of deputation or contract in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinrily not exceed three years.

Note 3 : -The maximum age limit for appointment by deputation (including short term contract) shall be not exceeding 56 years as on the closing date of receipt of applications.
