pleased to make the following rule* for the implementation of scheme 'Pe to disabled persons' tn the Union Territory of Chandigarh. '
1. Theop rples shall be called the 'Chandigarh Administration Pe to Dls<bl*<l ParsefcB Mules, 1999' and shall be applicable through out the I Territory of Chandigarh.
2. MM The alm of this scheme is to provide social security by way of of financial assistance to disabled persons who are without any mean subsistence and can not do any work to earn their livelihood.
3. ELIGIBILITY » The persons having 40 per cent or above disability <vho are desti and have no means of subsistence and can not do any work to earn livelihood shall be eligible for pension provided that in either case they domiciled- and; have resided in the Union Territory of Chandigarh for than 3 yoFr* the time of making application and the applicant should n< tn receipt of peeston or scholarship from any government or pr Institution.

4. LMmiK CHUNKS » Income limit for getting pension under the scheme shall be : —
(1) Rs. ‘yW per month of the persons concerned ;
(il) If married, total income of both husband and wife shoulc excued Rs. 750 per month ;
(III) If not earning, then income of his/her parents, in case o* child should not exceed Rs. 2,500 per month and if two or children, .then Rs. J ,000 per month
5. RATE OFFT1KWCIAL ASSISTANCE :
The rate of financial assistance shall be Rs. 200 per month pa shall >be made quarterly through money orders at Government expt However, the paynsswt shall be drawn in the last month of the quart which it pertains.
6. HOW TO APPLY :
Disabled persons shall apply for financial assistance on prescribed form available free of cost from the office of Director, Welfare, Chandigarh Administration.
7. VERIFICATION :Tehsildar, Chandigarh will carry out the detailed enquiry inl> financial position of the applicant and other particulars given in application form with specific recommendations to Director, Social Welfare sanctioning authority shall be competent to depute any official/officer to spot verification if, considered necessary.

It shall be obligatory for a pensioner to Intimate any chang address to the Director, Social Welfare. Persons shifting to place outside Union Territory of Chandigarh for a period exceeding three months shal bo Ur. benefit. 14. MODS or PAYMENT :

15. ACCOUNTING PROCEDURE s The following paragraphs shall regulate the accounting procedure Registration of Application :
On receipt of an application in the prescribed form, It si recorded is the receipt register maintained in the office of the Directoi Welfare, Chandigarh Administration. Every applicant will be iss< acknowledgment card indicating the registration number of his/her app for all future correspondence.
Pension under this scheme shall not be liable to attachment un< court of law.
Record of all the payment of pensions shall be maintained Personal Ledger Register and each pensioner shall be allocated a separa and Account number in the ledger which shall be maintained by office.
16. UWDISMH1SKD MONEY ORDERS :
All the undisbursed money orders shall be received Director, Social Welfare himself/herself or the Drawing and Disbursing declared under the scheme and a proper record of such amounts shall * In a separate register. Each entry in this register shall be initiated receiving offleers/erfficlals.
The amounts which are received back as undisbursed shall be t the cash bock ssd the entire amount thus received shall be refundable short drawal from subsequent pension bill.
The Director, Social Welfare shall be overall incharge i implementation of the scheme and necessary instructions in regard to its enforcement and accounting procedure shall be issued by him from time.
