No architect or engineer who loes not possess the qualifications, as detailed in the '[First Schedule] appended to this Act, shall be considered as duly qualified ; and no person other than a duly (-,ualified architect or engineer or any plumber shall be competent to certify any plan or completion of a building, or engage in any plumbing works, as the case may be, unless registered and licensed by the Chief Administrator.
