In the matter of discipline, punishment and appeals, a member of a service shall be governed by the Punjab Civil Service (Punishment and Appeal) Rules, 1970 as amended from time to time, and applicable to employees of the Chandigarh Administration. The appeal or revision against the order of the punishment passed by the Appointing Authority shall lie to the next higher authorities whose order will be fmal.
