SECflON2 Water Closets
100. General - (i) As a minimum requirement every residential, commer cial warehouse and industrial lind public building shallbeprovided wlth at least onewater closet unless speciallyexempted by the Ch iefAdministrator. Additional fixtures shall be provided according to the requirements hereinafter prescribed, Whenever more than one water closet IS required in a puhlic building in tended to be used by both sexes, separate water closet rooms with separate en trance doors shall be provided for each sex and be clearly and properly ind icated.
Whenever water closet rooms are provided for the exclusive use of males urinals may be substituted for one-half'of'thc required number of water closets, '[(ii) Number of Water closets in residential building. - Every single family residential building shall be provided with not less than one watcr closet.]
' [( iii) Couuuercial and Warehouse and Industrial Bui ldings . - Every com mercial and warehouse and industrial building shall be provided with water closets in accordance with the requirements of 111\: table given below;

Connection with sewer and use ofSanitary installation. • No connec tion of any drain to any sewer or storm water drain shall be made or shall any water borne sanitary or draina~e installation or any part thereof be taken into use until and unless the ChiefAdministrator under rule 18 grants permission to occupy the building.] , ![Provided that the Chief Admin istrator may allow temporary sewer con nection at the time ofsanction ofthe building plan for the Government building and the public building only, for the fac ility of'Iubourcrs who would be engaged at work at the time.]

Inspection; - Every person by or for whom an¥ water-borne sanitary installation or drainage installation or any work in connection therewith is carried out for any existing or new building or in any other premises shall at all reasonable time afford the Chief Adm inistrator .or a ny officer duly authorised by him fre e access to such water-borne sanitary installation ordrainage ins tallat ion or work in connection therewith for the purpose of inspections. .
The officer shall sec that these rules arc complied with bul no such super vision shall relieve the owner of the building from the duty of seeing that due care is taken in the supervision or execution ofthe work and providing good and sufficient material and workmanship.
