Section 33: Withdrawal of motion or amendment

A motion or an amendnt which has been moved and seconded shall not ho withdrawn save with leave of the Council which shall not he granted.if any member dissents m the granting of such leave.

34. Discussion on the motion under the direction of the President._ cn a motion has been moved and seconded members other than the ver and the seconder may speak on the motion in such orders as the sident may direct :

Provided that the seconder of a motion or of an amendment may. with premissin of the President, confine himself to seconding the motion or endment as the case may be and speak thereon at any subsequent stage the debate.
