Without prejudice to provisions of Rule 124 the l icensing authority in consultation with the Assistant Director of Public Health, or District Health Offic er or Health Officer of the municipali ty, if any, may, if so advised, direct by a special notice : —
(a) a reduction in the scale of accommodation prescribed in Rule 13.
(b) the periodical disinfection of premises which may include spraying and fumigation; and
(c) the adoption of such other measures for better venti lat ion as may be specified in the notice, and the l icensee shal l be bound forthwith comply with any such direction and on failure to do so, his l icence shall be l iable to instant suspension or cancellation.

126. Presentation of application for exemption— An appl ication for an exemption under section 10 shall be addressed to the Secretary to the Government of Madhya Pradesh, Home Department and, unless prevented by sufficient cause, be made at least ten days before the date of the proposed cinematograph exhibit ion.
127. Repeal and savings—All rules corresponding to these rules in force in any region of the state of Madhya Pradesh immediately before the commencement of these rules are hereby repealed :
Provided that anything done or any action taken under the rules so repealed shall be deemed to have been done or taken under the corresponding provisions of these rules.

Conditions and restrictions
1. The l icensee shall not exhibit or permit to be exhibited in the cinema —
(a) Any fi lm other than a fi lm which has been cert if ied by the Board of Film Censors consti tuted under Section 3 of the Cinematograph Act, 1952 (XXXVII of 1952), as suitable for unrestricted to adults and which, when exhibited, displays the prescribed mark of the board, and has not been altered or tampered with any way since such mark was affixed th ereto;
(b) any fi lm which has been cert if ied by the Board of Film Censors as suitable for public exhibit ion restricted to adults, to any person who is not an adult ;
(c) any fi lm the exhibit ion of which is suspended under Section 6 of the Act.
Explanation.—For the purpose of clause (b) of this condition, if there is any doubt as respects the age of any person the decision of the Manager given in good faith as respects the question shall not be questioned; and where the Manager has reasonable doubt as respect s the age of any person who claims to be an adult , the Manager shall require such person to make a declaration on the reverse of the counterfoil of his t icket in the following form, before admitt ing him to the fi lm show 52 and explain to him that if on invest igation the declaration is found to be false, he shall be l iable to be prosecuted for the offence under Section 417 of the Indian Penal Code.

2. The l icensee shall—
(1) prominently exhibit at each public entrance of the premises, whenever the premises are open to the public, a notice indicating in tabular form and in clear bold let ters and figures :—
(i) the t i t le of each fi lm, other than trailers and advertisement fi lms, to be shown on that day;
( i i) the approximate t imes of commencement of each such fi lm;
(i i i) whether each such fi lm is suitable —
(a) for unrestricted public exhibit ion and has received "U" cert if icate;
or
(b) for public exhibit ion restricted to adults and has received "A" cert if icate;
( iv) whether persons who are not adults will be admitted or not to the exhibit ion of the fi lm.
(2) indicate clearly the nature of any cert if icate received in respect of the fi lm from the Board of Film Censors by the "U" or "A", as the case may be, in any advertisement of the fi lm displayed at the premises.
3. The l icensee shall not exhibit or permit to be exhibited, i n the cinema, any photograph, picture or poster which depicts or represents or purports to represent a 53 scene or shot which has been excised from any fi lm under the orders of the aforesaid Board of Film Censors or the Central Government.
4. The l icensee shall not exhibit or permit or cause to be exhibited any poster or picture which is a gross misrepresentation of the fi lm itself and which is obscene.
5. The l icensee shall not exhibit or permit or cause to be exhibited in the said place any sl ide which displays any advertisement which is of an indecent or at iscane nature as the publication of which is prohibited under any law for the t ime being in force.
6. The l icensee shall not supply or cause to be supplied any polaroid glasses to any person for the purpose of viewing any fi lm unless such glasses, if already used for such purpose, are steri l ized before they are so supplied.
7. The l icensee shall not store inflammable fi lm in quanti ty exceeding 200 lb.
at the said place unless a separate l icence for the stor age of such fi lm has been obtained by him from the Chief Inspector of Explosives in India as required by the Cinematograph Film Rules, 1948.
8. Film shall be stored ( i) in a storage shed constructed of suitable uninflammable materials, the doors and venti lators may be of wood and shall open outwards, Or (i i) in a tent , placed on private ground and separated by a distance of not less than 25 feet from any dwelling house, other building, highways, street or public place.
9. The storage shed shall not form part of, or be attached to any building in which any person resides or works or where persons assemble for any purpose unless i t is separated therefrom by a substantial f loor or part i t ion.
10. The storage shed, if in any bu ilding, shall not be si tuated under any staircase or under any other means of exit l ikely to be required to be used for escape in case of fire.
54 11 . The storage shed shall be adequately venti lated near the ground level and also near or in the roof. All vent i lators shall be fi t ted with metal grids or similar suitable protection on the outside face of the wall and a layer of No. 16 mesh brass or other non-corroding metal wire gauge on the inside face of the wal l .
12. Film shall be kept in a securely closed fi r e-resist ing receptacle.
13. The storage shed or tent shall not be used for any other purpose.
14. ( i) All operations connected with examination, repairing cleaning waxing and rewinding of fi lm shall only be carried out in the examination room which shall not be used for any other purpose and shall be separated from the storage shed by a parti t ion.
( i i) The examination room shall be constructed of fire -resist ing materials only and well venti lated to the outside air .
( i i i) Not more than 2 rolls of f i lm only shal l be opened for examination at any one t ime per examiner and not more than 100 rolls in all shall under examination or repair at any one t ime.
15 . All f i lm waste and scrap in the examination room shal l be placed immediately in a strong metal receptacle f i t ted with a t ight hinged l id and marked "Film Waste" and kept under water unti l disposed of. The contents of the drums shall be dispos2:1 of at frequent interval by burning under adequate precautions or in such other manner as may be prescribed by the l icensing authority.
16. No alterations shall be carried out in the storage shed or examination room without the previous sanction in writ ing of the l icensing authority. Such alterations so sanctioned shall be shown on an amended plan to be attached to this l icence.
17. The furniture and other art icles shall be so arranged as to afford free egress to persons in the room in the event of f ire.
18. There shall be kept posted up in large characters in the room : —
(1) full instructions as to the action to be taken in case of fire; and 55 (i i) full directions as to the means of escape from the room in case of fire.
19 . No two sheds for the storage of fi lm shall adjoin each other or be in the same building.
20. Adequate precaut ions shall at al l t imes be taken for the prevention of accidents by fire or explosion and no smoking, f ire or l ight or art icles capable of causing fire to fi lm shall be permitted at any t ime within the l icensed premises.
21. Free access to the l icensed premises shall be given at al l reasonable t imes to an Inspector and every facil i t ies shall be afforded to such Inspector for ascertaining that the rules and conditions are duly observed.
22. Any accident, f ire or explosion occurring within the l icense d premises which is at tended with loss of human life or serious injury to persons or property shall be reported immediately to the nearest Magistrate or to the Officer in charge of nearest Police Station and by telegraph or telephone where such means of communication are available.
23. If the l icensing authority calls upon the holder of a l icence by a notice in writ ing to execute any repairs to the l icensed premises which are in the opinion of such authority necessary for the safety of the premises of holde r of a l icence shall execute the repairs within such period, not being less than one week from the date of receipt of notice, as may be fixed by the notice.
24 . The l icensee shall not continue any performance or exhibit ion of any fi lm by means of a cinematograph after 12.30 a.m.
25. The l icensee shall comply with such other conditions as may be prescribed from time to t ime by rules.
26. Except with the previous permission of the l icensing authority, the l icensee shall not admit in the cinema auditorium or in any part or divis ion thereof a large number of persons than that indicated below or shall increase or reduce the number of seats in any such part or division.

27. The l icensee shall comply with any directions and instructions (including any direction for temporarily closing the cinema premises) which the l icensing authority may, from time to t ime, i ssue for preventing any obstruction, inconvenience annoyance, r isk, danger or damage to the audience in the cinema premises or the residents or passers by in the vicinity of the cinema premises or for the maintenance of public safety and the prevention of disturbances therein.
28. This l icence is granted subject to the provisions of the Madhya Pradesh Cinemas (Regulation) Act, 1952 and the Cinemas (Regulation) Rules, • 1968 and the conditions detailed on the reverse of this l icence, and is l iable to suspens ion or cancellation for breach of any of the said provisions or conditions. Breach of the provisions of the Madhya Pradesh Cinemas (Regulation) Act, 1952, or the said rules or any conditions of this l icence is punishable under Section 7 of the Madhya Prade sh Cinemas (Regulation) Act, 1952,
29. This l icence is not transferable but is personal for the benefit of the l icensee mentioned above and in case the l icensee transfers the same to any person the l icence is l iable to be suspended or cancelled.
