In cases where expen- ~..:._--_ses~oLremoYing.the_structureor tree.are ..to-be.recovered-from.the owner--.-- or the occupant, as the case may be, and if the owner or occupant, as the case may be, fails to pay such sum the same shall be recovered as tax under the Act.
