(1) On or before the date appointed under clause (a) of rule 26, each candidate either in person or by his proposer deliver to the Returning Officer or Assistant Returning Officer, so authorised by the Returning Officer for that purpose, during the time and at the place specified in the notice issued under clause (a) of rule 26, a duly completed nomination paper in the prescribed form and signed by the candidate and by an eligible voter of the constituency, as proposer:
Provided that any person who is subject to any disqualification as voter under the Act shall not be eligible to sign any nomination paper for election to any office.
(2) Notwithstanding anything contained in this rule, not more than two nomination papers shall be presented by or on behalf of any candidate or accepted by the Returning Officer for election to any office.
(3) A person as a proposer can make signatures on the Nomination paper to the extent of the vacant seats existing in that constituency.
