Short e.— These rules. May. be called the Madhya Pradesh Lok'Seva (Anusuchit Jatiyon, Anusuchit Jan -Jatiyon Aur Anya.Pichhade Vargon Ke LjyeArakshan) Rules, 1998.
2. DefinMont.—, In these rules 'Unless the context otherwise requires:—
(a) "Act" means the'Madhya Pradesh Lok Seva (Antisuchit Jatiyon, Anusuchit Jan Jatiyon Aur Any'ti Pichhade Vargon ICe Liye Arakshan) Adhiniyam, 1994 (No. 21 of 1994); . (b) "Schedule" means the Schedule apPended to these rules;
(c) "Section" means a Section of the Act.. '
CHAPTER—II Maintenance of Roster subritission of half yearly report and appointment of Limon Officer-
3. Maintenance of Roster.—There shall be maintained a Roster as required by clause (iii) of sub-section (2) of Section 4 of the Act in the manner specified below:,— . (I) Separate 100 point roster for each categories of post at the stage•of direct recruitment shall be maintair.ed for-State. Division and District level. These rosters shall be maintained by each appointing authority according to Schedule- I, U and M as may be relevant for each level of appointment. Separate roster shall also be maintained in the form as specified in Sechedule I, Hand III, as the case may be, for those temporary, posts likelY to be _continued for more than two months. Each appoiniing authority .shall,keep a register in his office in whieh categorywise details of the appointments made for - each year shall he shown. . . The name of the person appointed shall be entered in the column against the point specified for that class and unfilled point of roster shallbe kept vacant and such vacancy shall be filled by appointing aperson of that category only.
4. Intimation of nicancies and publication of advertisement.--For selection of appointment to the vacancies arising in public seivices and posts, a demand letter shall be sent to the Public Service Commission according to relevar.t recruitment rules and for other post to the Employment Exchange and an advertisement shall also be published. S.•Certil Hcation in the order of appointment/promotion.—Appointing Authority shill certify below every order of appointment to the effect that the provisions of Madhya Pradesh Lek Soya (Anusuchit Jatiyon; Anusuchit Jan Jatiyon Aur AnS Richhide Vargon Ke Liye.Arakshen) Adhiniyatn, 1994 and the rules made (Item under have been complied with..' •• . . • . 4:Submission of half yearly reports—For the purpose of sub-secnon (1) of Section 15, the half yeast)! report on the appointments Made by every appointing authority shall be furnished in the following 'manner and in the forms indicated hereunder:— • . • . (a) A half yearly report of-the appointments made by every appointing authority shall be subinitted for the perind : . • from January to June in the month of August and from July to December in the month of February to • ' • cov wauts mem., 3S4(12) nvatrkt1.1171173, fctat. 23 3fN 1993. the concerning Head of the Department in-the form of statement in Schedule IV-A. Such lialf yearly report of appointments shall also be sent to the Divisional Commissioner in. respect of Divisional level. recruitment and to the Collector in respect of district level recruitmi..1 . by every appointing authority. A half yearly report ofthe Promotion made by every authority shall be submitted for the period 'froni January to lime in the month of August and from July to December in the month of February to the concerning Head of the Department in the form of statement in Schedule IV.B. Such half yearly report of Promotion shall also be sent to the Divisional Commissioner in respect of Divisional Level Promotion and to thetollector in resprot of District level Promotion by every authority. • The. Secretary of the department in Government shall send to the State Government in the General AdministrationDepartment in the month of March and September of every year consolidated statement in Schedules IV- 'A' and .IV 'B' in. respect of all offices under his control. Similarly Divisional Conunissioneas and Collectors shall also send to the State Government in the General Administration Department in the month of 'ebruarY and August of every year a consolidated statement in Schedules IVA and IV B in respect of all recruitment and promotion made at the divisional-level and district level respectively.
7. Establishmaat of Cell at Divisional and District level.—For monitoring reservation and recruitment and promotion in the categories of Class—Ili and Class—IV.posts for each district and for each division, the Collector of the district shall be responsible for obtaining ind maintaining the information form all the District Level appointing . authorities and the Divisional Commissioner shall be responsible for obtaining and maintaining the inforniation from All Divisional level appOinting authorities. A coll shall be established for this purpose in the 'Office of Divisional Commissioner and Collector to ensure compliance Of the provisions of the Act and Rules. & Appointment of Liasion Officer.--(1) In every Departnient under the State Government the Deputy Secretary • in charge of establishment and in other establishments • and officer not below the. rank Of Class—I officer who supervises or deals with Om establishment Tatters and appointments shall act as the Liasion Officer for the purposes of implementation of the provisions of the Act in all establishments and service under his adminiSterative control.
(2) Every Head of the department of Head of office shall intimate the name and designation of the Li ason Officer . In respect of his establishment to the concerne ' Secretary of the department in Government: • •
Provided that in case of any change the Head of Department er Head of Office shall intimate to the concerned Secretary to the department the name and designation of the Liasion Officer within a month of such change . It such change is made in departmental level the Secretary of the Department shall intimate to the Secretary to Government in the General Administration Department.
9. Functions of Liasion Officir.—The Liasion Officer shall tie - responsible for ensuring:_
(i) due compliance by the subordinatnanpointing authority, if any, of the provisions of the Act and theserules; submission of the half yearly report as required under the Act by each appointing authority; security and consolidation of the half yearly statements in respect of all officers and services in and under the. establislunent and timely submission of the consolidated report to the concerning authority; reguler inspection of the roster and registers maintained in his own office as well as in the offices under the control of the establishment; tv) maintenance of proper fission within the State Government in the General Administration Department in all matters concerning the implementation of the Act Ad Rules; .• • % • n'T'''`..71%10%••••••• viltnairitenanqe.ola register of ail appointments Made L.
