' 3. -Under these rules, travelling allowances shall be admissible for such journeys as may be performed tn the ~ intrestonly. The Journeys must have ~n nocessited by d_uties whic~ can not be pcrformes. liom the head quarters.
- NOTE.-Performence of normal duties by a Minister are place away fiom his beadquamrs m which he may proposed purely for;°persona1 reasons shall n~t be sufficient to entille him c? draw travelling allowan'ce.
*(i) Shall be entitled to reserve by high official requisition a coupe in the first class compartment of in the first class air conditioned coach or two berths in the second class air conilitioned sleeper coach"
(ii) take with him in the reserved accommodation one relative subject to the authorised cap11city of the reserved accommodation; thls concess.ion is admgissiblc even if a Mmmer cravels in a first class compartment (W) Accommodation at tho lowest class for one personal servant and carriage of·luggage up m 5 qumtal~ whether carried in the luggage van of the train or sent by any other train Freight charges for goods or stores other than those mentioned in· clause (iii) [of subrule ( I )l shall be mer by Minister himself.
• When in Journey is perfonned under caluse (i) of [sub-rule(l)), 11 Minister is entitle l to inc1dcnral charges as h.issible jn 'A' grade officers and the charges for reservation of accommodation shall be paid by Government· ;.Provided that where a Minister trevels-bj taking otherwise than oo hjgh official qu,swon. a single ber1h in an wy first class compartment or in an a.fr conditioned coach, he may draw the ocruaJ fare paid plus incidental l-hargcs dmissible to 'A' grade Officers.

5. (1) A Minister when travelling on duty by road is entiUed to,-
(i) draw daily allowances a! the rates specified in rule 7 when the journey is perfonned in the motor vehicles provided to him under section 6- of the Madhya Pradeah'Mantri (Vetan Tatha Bbatta) Adhinjyam, I 972.
The running expenses of the car will be borne by Government;
(ii) recover the actual cost of conveyance by rand or rail of one personal servnnt and personal luggage up · to five quintals.
-(2) When a Minister travels on duty by road within the; territoies administered by another S111cc Government :be Journey is undertaken in a thired·conveyance he shall be entitled to draw travelling o.llowance at lhe rate or aisa per. kilometer.

11. If a Minister is allowed free transit by air in a Government machine or in a machine chanered by Goverpment and has not to provide a separate conveyance al his own expense for his servanis or luggage he may druw the daily allowance admissjbJe to ·rum and not exchange. Ii for mileage allowance. If however, n pnrt of the journey 1s made by olhermeans oflocometion, he may at his option draw in lieu of the daily allowance the milcage·a11owance admissible ~~~ .
J 2. (1) A Minister proceeding on, duty outside India is entitled fo draw the followmg :-
(i) . Single fare for the journey from lndia to the place of visit and back; ·
(ii) daily allowan-ce at the rates admissible fo officer&' of codesponding 'grades under the ·Government of India rules or ·actual expenses on boarding and lodging; · ·
(iii) actual e7:penditure or, -tips1 gratuities and oflic.iaJ eo~rta.inments where necessary; and
(iv) incidental expenses such as taxi-hire, cab hire, etc. incurred on official duty.
(2) Claim for actual-expenses on board and lodging und.e.r sub-clause (ii) for expenses- u~dcr sub-clauses (iii) and (iv) above, shall be supported by a certificate recorded on each travelling allowance bUI by the High Comm1ss1oner in tbe Unjted kingdom er by· the Head of the Inclian Mission in the country coricerned, or by an· officer authorised by the High Commissioner or the H~d of the .Mission in this behalf, or by the leader 6f the D1:-legc1llon of which the Minister happens to be a member to .the effect tha1 he has satisfied himself lhar the expenditure was actually incurred and WllS in the interest of public service which occasioned the journey and th.at the expenses are in accordance with the prevailing rates.
J.3. Ao advance may be granted to a Minister when be is proceeding on a joumey outside India. The advance may be granted at the cliscrelion of the Stale Government up of an amount sufficient to cover his penonnl travelling expenses subject to adjustment on completion of his tour in such manner as the State Government may in each ind1v1dual care by order detennine. An advance shall not be granted as a matter of course but only on occasion when the cost of o·avelling is so heavy as to be a serious bllrden on the Minister's private resources.
14. A .Minister shall be entitled to trav~Jling aJlow~nce for himself in accordance w1lh these rules:
(i)
(ii) in respect of the journey to Bhopal from his usual place of residence out of Bhopal for 11Ssu111;11e office; and · in respect of the journey from Bhopal to his usual -place ofresidence out of Bhopal on relinquishing office.
On such occasions he shall also, in arldition; be entitled to extra sin'gle iBTe of the class by which he is en11Lled 10 Lrovel for each adult member of his family (as {lefined in Funda.mentaf•Rules) who· accompanies him and for whom full fare of that class is actually paid and one halrfare of eacb childfor'whom such fate is actually pa1d and 1rans,,ortation charges of his family's effe~ts up to 43 quintaJs.

Note.-The luggage charges admissible -to a Minister ·under ilie above nlle _shttll' be regulated in accordance with the rates prescribed in S. R. 81-C (I) and the notes· tn"ere under in'•Appendix V 10 Fundamental Rules, Volume II, in case the luggage is transponed by rml. and in.S. R. 81-C(2) and the notes 1here under, in case the luggage is transpoPled by road.
15. In the· event of dissolution of the Council of Ministers conscquerit on the dcatt\ or remitting of oftice by the Ch.ief Minister, a Minister who is away from Headquarters on toui' ·on-dUtr, shall be entitlod, for his return journey to 1he Headquarters to the same travelling and other allowances a,s admissible to him under these rules immediately before the dissolution of the Council of Minister. . .
16. The Madhya Pradesh Ministers ('Iravelling and Daily Allowance&) Rules, 1957 .are hereby repealed:
