Raipur, the 12th February 2013 No. 448/22/PRDD/2013.-ln exercise of the powers conferred by sub-section (1) of Section 4 of Mahatma Gandhi National Rural Employment Guarantee Act, 2005, the Govern ment of Chhattisgarh hereby makes following amendment in the notification No. 1069N-3/ NREGS/2006, dated 3rd March, 2006 published by Panchayat and Rural Development department iii the Chhattisgarh gazette (Asadharan) vide No. 78 dated 8 March, 2006, namely:- 1, In Para 1.1 of the State scheme, following new Para shall be substituted, namely:- In place of words "Chhattisgarh Rural Employment Guarantee Scheme 2005" the words "Mahatma Gandhi National Rural Employment Guarantee Scheme" shall be substituted. Wherever words "Chhattisgarh Rural Employment Guarantee Scheme has occurred shall be substituted by words "Mahatma Gandhi National Rural Employment Guarante~ Scheme".
2. ' For Para 1.2 of the State scheme, following new Para shall be substituted, namely:- The extent of the scheme will be the rural areas of all 27 districts of the State.
3. For Para 1.6.1 of the state scheme, following new Para shall be substituted, namely:- • There shall be constituted a "Chhattisgarh State Employment Guarantee Council" at the State level, which shall consist of the following office bearers/ members:-

(i) The State Level Empowerment Committee, under the decisions of the Council, shall coordinate for fulfillment of objectives of the scheme under guiding principles of Chhattisgarh state administration• and shall have the powers to take all financial and administrative decisions in the matter to be submitted before the Cabinet.
(ii) The State Level Empowerment Committee shall have all the powers of the Public works department, Panchayat & Rural Development department, Fisheries department, Water

All the decisions taken by the Committee in respect of proper implementation of MNREGA schemes shall be final. Maintenance of funds rec~ived from , Government of India under the scheme. Establish coordination between different departments in relation with MNREGA works.

(xix) Shall invite special meeting to discuss on the proposals of amendment to be submitted before the Council and obtain approval of the General Body. After approval of the proposed amendment by 213rd members of General Body, the approved proposal shall be sent to Registrar for approval.
(xx) There shall be an implementing unit of Chhattisgarh Rural employment guarantee council under. the Additional District Programme Coordinator at the district level. 9. ihih-1'1/Z ~. ~ 26 • 2013 For Para 2.5.1 of the state scheme, following new Para shall be substituted, namely:- Registration process of families who are willing to work as unskilled physical labour, living in rural areas of particular gram panchayat, shall be done by the registration officer/ village sarpanch. For Para 2.6.3 of the state scheme. following new Para shall be substituted, namely:- Gram Panchayat will be the competent authority for making any modification in the family employment card Qob card). Modified family employment card will be issued with due signature of the Sarpanch/ Registration officer. If any changes are proposed by the gram panchayat then the modified family employment card shall be provided to the head of the family after having made chan~es in the family employment card on recommendation of the Gram Panchayat. 10 · For Para 2.6.5 of the state scheme, following new Para shall be substituted, namely:- On being dissatisfied with the decision of Sarpaoch, an appeaf can be submitted to Programme Officer within 7 days. Progral'l'.lme Officer . after conducting proper inquiry shall abrogate the appeal within a week time. On being dissatisfied with the decision of Programme .Officer, may .. submit an appeal before Additional District ·Programme . Coordinator within a ~eek days, which must be abrogated within one ·week. · ··· - , ' : For Para 2.6.6 of the state scheme, following new Para shall. be substituted, namely:- Information regarding mod~fications made by gram panchayat should be given to Programme officer.
