Any person desiring the pc:rmission of the authority to act on behalf of any employed person or persons shall present to the Authority a brief written statement explaining hi s interest in the matter and the Authority shall record an order on the statement, which in the case of refusal shall include reasons for the order, and sha ll incorporate it in the record.
