'311-"fITirq_ 144 (2) mdl~•1~ m , ~ 23 ~ 201s Naya Raipur, the 21st February 20 18 NOTIFICATION No. F 2-33/Two Home/S.P.S./2007. - In exercise of the powers conferred by sub-section {I) of Section 50 of the Chhattisgarh Pol ice Act, 2007 (No. 13 of 2007), the State Government, hereby, makes the following further amendment in the Chhattisgarh Police Executive Force, Constable (Recruitment and Conditions of Service) Rules, 2007, namely:- AMENDMENT In the said rules,- ! . In rule 7, for sub-rule (4), the following shall be substituted, namely:- "(4) Online application forms for recruitment process shall be invited for which the examination fee shall be determined by the department."
2. In rule 7, in sub-rule (6),-
(a) clause (i), ( ii), (v) and (vi) shall be omitted;
(b) for clause (iii), (iv) and (vii), the following shall be substituted respectively, namely:- "(iii) Physical Efficiency Test- (a) Physical measurement (excluding eye sight and other tests related to eyes) of applicants shall be conducted to check fu lfilment of the Physical Qua lifications prescribed in sub-rule (5) of rule 9.
Permission letter for participation in Physical Efficiency Test shall be given only to those applicants who are successful in physical measurement.
(b) For Physical Efficiency Test, there shall be a 1500 meter race for male candidates, which has to be completed in 5.40 minutes and an 800 meter race for women candidates, which has to be completed in 3.20 minutes. The physical efficiency test shall be qualifying and no marks shall be awarded for this. The candidates unsuccessful in this shall be declared as fai led at this level and they shall not appear in the written examination. If dissatisfied with his performance evaluat ion, the cand idate can appeal before the · Selection Committee, which shall be decided immediately. In this context, the decision of the selection committee shall be final.
(c) The Physical Efficiency Test shall be conducted under sufficient light between sunrise and sunset. This test shall not be carried out during night or under artificial light. To keep the record of Physical Efficiency Test and to resolve any disputes, the specimen of model multipurpose card, shall be decided by the department.
( iv) Written Examination- (a) The written examination shall be of I 00 marks and its duration shall be of02 hours. In written examination, objective type questions of General Knowledge, Intellectual Capacity, Analytical Capability and Arithmetic shall be asked. The written exami nation shall be conducted either by the Department itself or by an agency appointed/authorized by the Government, as per the approval of the Head of the Department.
(b) The candidates appearing for the post of Constable (Driver), shall be a holder of Heavy vehicle Driving License and shall also take a Trade Test of 25 marks in addition to the written examination. A three member sub-committee shall be constituted by the Inspector General of Police, Range for the Trade Test, in which an officer of the MT branch of any other unit sha ll also be included.
(c) The candidates app~aring for the post of Constable (Tradesman), . shall also take a Trade Test of 25 marks in addition to the written examination. A three. member sub-committee shall be constituted by the Inspector General of Police, Range for Trade Test, out of which one member should be an experienced employee of the concerned trade.
144 (3) ( d) The candidates of both the posts mentioned in paragraph (b) and
(c) above shall mandatorily appear in Physical Efficiency Test.
Remaining rules shall be same as that of for the post of Constable (GD).
(vii) Selection List- (a) The select list shall be prepared on the basis of written examination of I 00 marks. The list for the posts of Constable (Tradesman) and Constable (Driver) shall be prepared on the basis of written examination of JOO marks and Trade Test of25 marks (Total 125 marks).
3. In ru le 8,-
(b) At first a list of candidates eligible for unreserved posts from the candidates of all the categories shall be prepared. The candidates of reserved categories (Scheduled Tribe/Scheduled Caste/Other Backward Classes) who fu lfi ll all the qualification of such unreserved post shall also be included on the basis of merit.
Separate lists shall be prepared for posts reserved for Scheduled Tribe/Scheduled Caste/Other Backward Classes, from the remaining candidates of their respective caste category.
(c) After the preparation of such lists, reservation for Home guards and Block-wise reservation for ex-serviceman shall be applied. If the above mentioned lists do not have 25 percent Home Guard candidates, then the list of all the Home Guards who appeared in the examination will be prepared in order of merit and only such names from top 25 percent in order of merit shall be included in the list of unreserved and reserved posts mentioned in paragraph
(b), which are necessary to extend advantage of 25 percent reservation. Only such Home Guards who have rendered minimum three years of service are eligible for reservation under Home Guard Quota. Under this replacement procedure, the names ofnon home guard candidates which are lowest on order of merit shall be automatically discarded from un-reserved and reserved lists.
( d) There is a category-wise IO percent direct reservation for ex servicemen. Their merit list shall be prepared caste-category wise and the calculation IO percent shall also be caste category wi~e.
The replacement procedure shall only apply in those categories where IO percent criterion is not fulfi lled.
(e) In case of non-availabi lity of eligible candidates in Home guard or Ex-serviceman category, no post shall be carry forwarded for the next year but these posts shall be filled by other available candidates.
(t) Separate lists shall be prepared for the post reserved for women.
Reservation for women is block wise direct reservation and the post will be not carry forwarded for next year in case of non availability of e lig ible candidates. If there are any posts left vacant due to non avai labi lity of eligible women candidates in any category, those posts will be filled by male candidates of that same category."
(a) before the word "The division of the posts", the number ( 1) shall be re-numbered as number (2);
(b) in sub-rule (2), after clause (c), the fo llowing shall be added, namely:- "(d) There shall be 15 percent horizontal reservation for Auxiliary Constable posted in those districts where posts of Auxi liary Constable are sanctioned."
4. In ru le 14, for sub-rule ( I), the following sha'II be substituted, namely :- "( I) For d irect recruitment, the final merit list for the post of the Constable (GD) shall be prepared on the basis of marks obtained in the written examination and the final list for the post of Constable (Driver/Tradesman) shall be prepared on the basis of tota l 144 (4) marks obtained in the written examination and trade test. The appointment shall be made from the final merit list, subject to the availability of the posts."
5. In rule 16, for sub-rule (5), the following shall be substituted, namely :- "(5) Format and sample of multipurpose card for uniformity and transparency in Physical measurement and Physical Efficiency Test shall be determined by the department."
