On receipt of an appeal, the Chief Inspector shall at once fix a date for hearing of the appeal if the appeal is to be heard by himself and obtain date for the hearing of the appeal from the appellate authority, if it is to be heard by the appellate authority. No delay shall be made in deci ding appeals.
