(iv) To make extensive publicity & dissemination of the scheme;
(v) To establish necessary co-ordination with the Central!
Employment Guarantee Council.
(vi) To supervise and monitor in relation with the implementation of the scheme;
(vii) To prepare annual report for placing before the legislative Assembly by state Government
(viii) To execute other duties as instructed by the Central Employment Guarantee Council or State Government
(ix) To construct a proper rightful administrative structure for achieving the aims of council with the help of Central and state government and Autonomous institutes;
(x) To make rules, make amendments in the rules according to necessity, make changes in rules and cancel the rules, for conduct of functions of the council;
_ (xi) To entrust such powers and duties to state level empowered committee as the council may deem fit;

(xvii) All movable and immovable properties of the council shall be in the name of State Level Empowerment Committee.

3.5.6 The payment of wages shall unless so exempted be made through I the individual or joint savings accounts of the workers in the bank or post offices opened in accordance with the directions of the Central ' Government.

3.6.1
(i) The schedule of rates of wages for various unskilled labour shall be so fixed up that an adult person working for nine hours including an hour of rest would normally earn a wage equal to the wage rate.
(ii) The working days of an adult worker shall be so arrari~d that inclusive of intervals of rest, if any, it sball not spread over more than twelve hours on any day.
In place of Para 3.6.1 to 3.6.5, following new Para shall be substituted, namely:- A family registered under the scheme shall be provided 100 days employment as per demand.
'---------1-----------------------------li ; 3.6.2 Entries of man days, provided in all works under scheme through agencies, shall be made in the family employment card.
3.6.3 Eligibility for Unemployment allowance- Any labour after submitting application under Mahatma Gandhi National Rural Employment scheme for an employment, do not get employment even after 15 days from the date of application, shall be paid unemployment allowance at prescribed rate from the date of his application.
3.6.4 Unemployment allowance shall not be paid:-
3.6.4.1 Natural calamities such as- draught, floods, earthquake etc on which generally nobody has control over it, and critical conditions like strikes etc. during these days if ~t is not possible for Gram Panchayats am} implementing agencies to provide employment, then the unemployment allowance shall not be paid for the specific period and area as notified by the State Government.
3.6.4.2 In case applicant did not present for work within 15 days from the date of notice issued by Gram Panchayat or implementir19 agency.

3.6.4.3 In case applicant become absent for more than one week continuously or become absent for more than a week in any month, applicant will not have the right to get unemployment allowance for three months. However during this period he can apply for employment.
3.6.4.4 In case during that period in which applica• ,or any adult member of his family member's names are enlfsted in:: the family employment card, and has been working/ has worked.
3.6.5 Evaluation of Unemployment Allowance and disbursement process:-
3.6.5.1 Unemployment allowance for the first 30 days during the financial . year shall be paid at one fourth rate of the minimum wage rate and half the rate of minimum wage for remaining continuous days.
Maximum limit of unemployment allowance shall not exceed total wages of 100 days to be provided to a household at minimum wage rate .•
3.6.5.2 Every applicant shall have to submit an application for employment within 15 days before the close of prescribed period to Programme ,I officer through Gram Panchayat for unemployment allowance.
Separate application for unemployment allowance for separate period shall be to be submitted.
3.6.5.3 It is necessary to enclose the receipt of application submitted seeking for employment, along with the application submitted for unemployment allowance.
3.6.5.4 It shall be compulsory to enclose a certificate/ evidence that employment was not provided by the implementing agency when the applicant was present at the work site as directed by Gram Panchayat/ Programme officer, otherwise rhis application will be rejected.
3.6.5.5 Gram Panchayat shall scrutinize/ examine the application so received, and shall forward to Programme officer with his comments within 5 days.
3.6.5.6 After having taken decision of acceptance/ rejection of applications received by the Programme officer regarding unemployment .
allowance within 5 days, shall provide order copy to the applicant, Gram Panchayat and District Programme Coordinator compulsorily.
