If any employer who ha s been convicted of any offence under sub - section (1) of section 9 or section 11, 12, or 13 of sub - section (1) of section 14 or sections 16, 17, 18, 1 9, 21 , 22, 23, 24 , 25, 25A, 25 - B, 43, 2[4 9, 54 or 58] is again guilty of an offence involving contravention of the same pro vision he shall be punished on a subsequent conviction with fine which shall not be less than 3[fifty rupees] an d which may extend to one thousand five hundred rupees .
