,) 898 (ii) =:::;::;:=============================;::::;:;~- Chhattisgarh State s·un Development Authority (District Skill Developr;1~nt Fund) Regulations, 2014 l. Short title, application and commencement I. I These Regulations may be called ChhaHisgarh District Skill Development Authority (District Skill Deve]op_ment Fu_nd) Regulations, 2014.
1.2 These shall take effect from the date of their publication in the Official Gazette.
1.3 The manner of maintenance and operation any District Skill Development Fund, hereinafter referred to as District Fund, shall be as provided in these Regulations.
2. District Skill Developm~nt Ftrnd
2.1 The moneys received for the District Fund from the sources specified jn section 19 of the Chhattisgarh Right of Youth to Skill Development Act, 2013 (No. 17 of 2013 ), hereinafter referred to as the Act, shall be credited to one or more accounts opened in any of the banks· included in the Second Schedule of the Reserve Bank of India Act, 1934 {No. 2 of 1934 ):
Provided that the District Authorit)" may cause to be maintained an impre.st account in cash, which shall be maintained and operated in accordance with, mutatis mutandis, the provisions governing imprest accounts in the State Government. ·
2.2 Any account .as provided for in Regulation 2.1 above shall be ope:ratcd jointly by the Chairperson and the Member-Secretary of the District Authority:
Provided that the District Authority may, 011 the recommendation of its Chairperson, authorise the Chief Executive Officer of the Zila Panchayat to operate such joint account in place of the Chairperson.
2.3 The Annual Finandal Statement of A~counts of ti1e "District Authority, which shall include the annual financial estimates of tt e District Authority for the financial year, shall be prepared and approved befo1 ~ commencement of the corresponding financial year:
Pro ,1ided that, notwithstanding the requirement above, the District Authority shall have the power to recommend to the Chief Executive Officer authorisation for appropriation from the District Fund in advance in respect of the e·stimated expenditure for a part of any financial year pending :he completion of . the procedure prescribed under the Act for approval of the Annual Financial ·Statement uf Accounts, where it is satisfied that the situation so demands, and · upon receipt of such recommendation the Chief Executive Officer may either approve or uot approve the same, or approve it with such modifications as he may deem fit: .

Provided further that any approval under the preceding proviso shall be laid by the Chief Executive Officer before the. Executive Committee at its next meeting, and the Executive Committee shall be competent to make such modifications to the approval as it may deem fit.
2.4 Payments from the District Fund shall be subject to the availability of funds and provision in the Annual Financial Statement of Accounts, and shall be made as per sanction accorded for expenditure by the authority competent to do so:
Provided that, notwithstanding absence of adequate provision in the Annual Financial Statement of Accounts, where in the opinion of the Chairperson of the District Authority (hereinafter referred to as the "Chairperson") the situation demands that immediate decision be taken on sanctioning any expenditure in the interest of carrying out the purposes of the Act, he may sanction such expenditure and cause such sanction to be laid, for ratification and making suitable provision and modification in the Annual Financial Statement of'Accounts, before the District Authority at its next meeting.
2.5 In case the total expenditure to be incurred on any account is not in excess of Rupees two lakhs, the Chairperson shall be the authority competent to sanction the same.
2.6 In case the total expenditure to be incurred on any account exceeds Rupees two lakhs, the District Authority shall be the authority competent to sanction the same:
Provided that in case the total expenditure t0 be incurred on any ar.count is in excess of Rupees ten lakhs, the approval of the Chief Executive Officer for sanction would also be required.
2.7 The District Authority shall maintain accounts, prepa1..: \.nnual Financial Statement of Accounts, and submit reports and returns to the Chhattisgarh State Skill Development Authority (hereinafter referred to r.:; the State Authority) in accordance with instructions and directions issued from time to tin~c by the State.Authority.
2.8 The State Authority may, at any time, appoint a statutmy auditor for audit of the accounts of any District Fund.
2.9 The State Authority may issue: such directions as it may deem fit for better operation ~d maintenan~e of any District Fund, for carrying out the purposes of the Act. \J ' ,,.
