898 (9) Chhattisgnrh State Skill Development Authority (Grievance Redressal Mechan~sm) Regulations, 1,014
1. Short title, commencement and application
1.1 These Regulations may be called Chhattisgarh State Skill Deveiopment Authority (Grievance Redressal Mechanism) Regulations, 20 14.
1.2 These shall take effect from the date of their publication in the Official Gaz-ette.
1.3 These shall apply to the following:-
(a) Any applicant for skill development or person enrolled for skill development, aggrieved by a decision, an order or an action on tbe part of a District Authority, or an officer desigij... ··' by the State Authority under sub-section ( 1) of section 4 of the Chhattisgarh Right of Youth to Skill Development Act, 2013 (No. 17 of 2013) (hereinafter .referred to as th~ "Act"), or a Vocational Training Provider; and
(b) Any Vocational Training Provider 01:. Third Party Assessor aggrieved by a decision or an order or an action on the part of the Chief Executive Officer or a District Authority:
Provided that the expression "Vocational Training Provider" shall include all persons, Body Corporates or groups of persons in relation to whom the Chhattisgarh State Skill Development Authority (Vocational Training Provider) Regulations, 2013 apply:
Provided further that the expression "Third Party Assessor" shall include all persons and Body Corporates to whom the Chhattisgarh State Skill Development Authority {Third Party Assessor) Regulations, 2014 apply.
2. Redress of grievances of an applicant or person enrolled for skiff development
2.1 For the purposes of sub-section (1) of section 17 of the Act, -
(a) the Chief Executive Officer shall be the authority to whom an applicant for skill development or person enrolled for skill development aggrieved by a decision, an order or an action on the part of a District Authority, or ·an officer designated by the State Authority under sub-section (I) of section 4 of the Act, or a Vocational Training Provider, may represent; and
(b) the Secretary to the State Government in charge of the Department dealing with business on th~ subject of manpower planning shall be the reviewing auttiority. · .,:::=-• K98 ( 10)
3. Redress of grievances of a Vocational Training Provider or Third Party Assessor
3. I For the p~rposes of sub-section (2) of se~tion 17 of the Act-
(a) · the Secretary to the State Government in charge of the Department dealing with business of the subject of manpower planning shall be the authority to whom a Vocational Training Provider or a Third Party Assessor aggrieved by a decision or an order or an action on the part of the Chief Executive Officer or a District Authority, as the case may be, may represent; and
(b) a sub-committee constituted for this purpose by the Executive Committee shall be the reviewing authority.
4. Submission of representation through electronic means for redress of grievances . 4.1 The representation to be submitted before the competent authority or reviewing authority for redress of grievances under these Regulations may be submitted through electronic means through Internet based information system available for this purpose on the webs_ite of the State Authority .
