•• ~· Chhattisgarh State Skill Development Authority (Third Party Assessor) Regulations, 2014 I. Short title, application and commencement
1.1 These Regulations may be called Chhattisgarh State Skill Development Authority (Third Party Assessor) Regulations, 2014.
1.2 These Regulations shall apply to every Third Party Assessor registered with, and to Body Corporates and government departments, missions and other constituent units of government or of any public body applying for registration as a Third Pam, Assessor with, the State Authority for the purpose of assessing skills attained, on the basis of prior knowledge or training provided by a Vocational Training Provider, under the Chhattisgarh Right of Youth to Skill Development Act, 2013 (hereinafter referred to as the "Act"):
Provided that these Regulations shall also apply to an Assessing Body registered with or empanelled by the Directorate General of Employment and Training under Government of India' s Ministry of Laboµr and.Employment (hereinafter referred to as the "Directorate General") for the State of Chhattisgarh, and such an Assessing Body shall be .deemed to be a Third Party Assessor registered with the State Authority. ·
1.3 These Regulations shall take effect from the date of their publication in· the Official Gazette.
2. Procedure for selection etc. of Third Party Assessor
2.1 The procedure for selection, registration, evaluation, or renewal or cancellation of registration of a Third Part'j Assessor shall be such as may be laid down from time to time by an empowered committee set up for the purpose by the Executive Committee, and shall _ include the eligibility for registration:
Provid~d that such procedure, including eligibility for registration, shall be such as would secure selection of Third Party Assessors of like standards and qualification as an Assessing Body deemed to be registered as a Third Party Assessor under the proviso to Regulation 1.2, and the same shall be laid before .
the Executive Committee at its next meeting, and if the Executive Committee decides to make any modification or that the procedure should not be adopted, the procedure shall thereafter have effect only in such modified form or be of no effect, as the case may be, without prejudice to the validity of anything · previously done:
Provided further that such procedure shall be published on the website of the State Authority.

2.2 There shall be no separate procedure for seltcti9n, registration, evaluation, or renewal or cancella~ion of registration of an Assessi°ng Body deemed to be registered .as a Third Party Assessor under the proviso to Regulation 1.2, other than what may be laid down by the Directorate General for registration or empanelment with it ;elf:
Provided that the empowered corn.rriitt~e set 1in '"""<ier Regulation 2.1 shall be competent to lay down a separate p10ccdure fo.- :sul:n ASsessing Bodies, and the provisions of Regulation 2.1 shall apply, mutatis mutandis, in respect of such procedure. ·
3. Eligibility for registration and consequence of non-fulfilment 3 ! In addition to any eligibility under the procedure laid down under Regulations 2.1 or 2.2, the eligibility for registration (iucluding the deemed registration of an Assessing Body under the proviso to Regulation 1.2) shall also include the following:-
(a) Every Third Party Assessor registered with the State Authority and every Assessing Body deemed to be so registered shall furnish to the State Authority, at its own cost, -in electronic form and manner directed by the State Authority, under electronic signature, the results of each examination on the basis of which it has assessed, under the Act, skills attained; and
(b) Every Third Party Assessor registered with the ~.tate Authority and every Assessing Body deemed to be so registered shall mai1:1tain and furnish. to the State Authority, or to any Distri~t Authority, in such form and manner as the St.ate Authority may specify, such _other information and records as the State Authority may direct.
3.2 In the event of non-fulfilment of any eligibility under the procedure laid . dm m unde_r Regulations 2.1 or 2.2, or of any eligibility requirement under Re; ;ulafion 3.1,-
(a) the Third Party Assessor concerned shall become ineligible for registration, and
(b) . the Assessing Body concerned, deemed to be registered as a Third Party Assessor, shall b.ecome ineligible for being so deemed:
Pwvided that in case of such ineligibility, the State Amhority may-
(a) suspend or cancel, or deny renewal to, · registration of any such Third Party Assessor, and ·
(b) no longer de,em any such Assessing Body -as registered with the State Authority.
