I Chhattisgc1rh State Skill Development Authority (Vocational Training Provider) Regulations, 2013 l. Short title, application and commcncement.- 916 ( 7)
1.1 These Regulations may be C<1lled the Chhattisgarh State Skill Development Authority (Vocational Traini ng Provider) Regu l,Hions, 2013.
1.2 These Regu lations shall apply to every Vocational Tra ining Provider registered and to persons, Body Corporates or groups of persons applying for registration with the Chhattisgarh Strite Skill Development Authority (her einafter referred to as the Aulhori t} ~ for the purpose of providing traini ng to youths unde r the Chhattisgarh Right of You th to Skill Developmen t Act. 2013 (hereinafter referred to as the Act):
Provided that these Regulations shall also apply to persons or Body Corporates regis tered as Vocational Training Providers with the Chhattisgarh State Skill Development Mission (hereina fter referred to as the Mission) a nd such provider shall be deemed to have been registered with the Authority for a period of three years from the date of assignment of registration number by the Mission and tJ1e registration number ass igned by the Mission shall be deemed to be the registration number assigned by the Authority.
1.3 These Regulations shall take effect from the date of their publication in the Official Gazette.
2. Registration as Vocational Training Provider.-
2.1 Eligibility fo r registra tion as Vocational Training Provider.- Persons, Body Corporates or group of persons falling in any of the following categories shall be eligible for registration as Vocational Training Provider, provided that they meet the requirements of Schedule to these Regulations, namely:-
(a) Educational or traming institutes belonging to any of the following categories, namely:-
(i) lns titutes affiliated to the National Council of Vocational Trajning or a State Council of Vocational Training;
(ii) Institu tes approved by or on the recommendation of or affiliated to a National Council under the Central Government, such as All lndia Council of Technical Educntion, 'Medical Council of India, and National Council fo r Hotel Management and Catering Technology;
(iii) Colleges or institutes affiliated to a university set up by the Central Government or the Government of any State or Union Territory;
(iv) Universities or institutes governed by either clause (t) of Section 2 or by Section 3 of the University Grants Commission Act, 1956 (No. 3 of 1956);
[v) Schools or institutes affil iated by Boards or Councils of Secondary or Se nior Secondary Education in India;
(vi) Institutes approved by International Air Transport Association or lnternational Civil Aviation Organization.

(b) Individuals of eminence in the arts. uatts, LUlture or related creative tields, who may be notified ~5 Vocational Tr ming Provide, for three years by tt e Chief Executive Officer;

(d) Companies and firms providing trammg und1c1 the Apprentices Act, 1961 {No. 52 of 1961);
(e) Companies, firms, chamber:. of corr.men:e ?.nd industries and associations of industry or trade desirous of providing skill development training in areas relating to their business activities and holding a valid Permanent Account Number issued by the Indian Income Tax Department or a valid Service Tax Registration Number . or a valid Sales Tax Registration Number or a valid Taxpayer Identification Number issued for Value Added Tax; ·
(f) Hospitals, nursing homes, hotels and restau rants, retailers, wholesalers or any ·other business persons or traders, which are registered with the appropriate authority under law applicable to them;
(g) Registered Societies and Trusts, engaged in skill development;
(h) Any other institution or association of persons or group of persons, in respect of which the Authority is satisfied as to their suitability for carrying out the responsibilities of a Vocational Training Provider and notified on the Authority's website as Vocational Training Provider along with its registration number.
2.2 Registration as Vocational Training Provider.-
2.2.1 Individuals, Body Corporates and group of persons eligible for registration as Vocational Training Provider other than those belonging to the categories listed at serial (b) or (h) of Regulation 2.1 mentioned above may at any time apply to the Authority, while specifying the location of a training centre, for registering them as the Vocational Training Provider for such training centre.
2.2.2 The application shall be submitted online through the website of the Authority in the form provided for this purpose on the ,vebsire.
2.2.3 In respect of Body Corporates, the application shall be made by a duly authorised person.
2.2.4 For the purp ose of evaluation of the application, the Chief Executive Officer may refer the same to such Evaluation Committee as he may deem fit.

2.2.5 The Evaluation Committee may get the training centre inspected through such inspection team as m ay be constituted for such purposes by the Chief Executive Officer, and such inspection team shall submit its inspection report to t he Evaluation Committee.
2.2.6 The Evaluation Committee may call for such information, as it may deem necessary, from the applicant or any public servant and shall after due consideration send a report recommending either rejection or acceptance of the application to the Chief Executive Officer.
2.2.7 After duly considering the report of the Evaluation Committee, the Chief Executive Officer may either register the applicant as a Voca tional Training Provider and assign a registration number or reject the application after recording the reason thereof or refer the matter to the Evaluation Committee for such fu r ther action as he may deem fi t.
2.2.8 The registration shall be valid for a period of three years from the dat e of assignment of the registration number, unless the registration is cancelled earlier.

2.4.2 The Chairperc,on of any Dic;tncl Skill Developm•.nt Authority may inspect or cause to be inspe.:-tl•tl any tram:ng centre located in his district at any.tirlle so as to asccrtam whether or n·ot the training CC'ntre is being run in accordance with the provisions of the Act, the Rt~l1:.s and Regulations framed thereunder and in cJse of being satisfied thnt the training centre 1.:, not being run in accordance with the sai«J prm'.isions, he may submit a report along \Vilh Ills recommendations to the Chief Executive Officer.
2.4.3 The Chief Executive Officer, if he deems it neces!;ary, may call for such info rmation as he deems relevant from the Vocational Training Provider or any public servant and may also again inspect the training centre or cause it to be inspected.
2.5 Cancellation of registration.- In case the Chief Executive Officer is satisfied that the Vocal1onal Training Provider has failed to adhere to any provision of the AcL, the Rules and Regulations framed thereunder, he may, after giving due opportunity of being heard to the Vocational Training Provider, cancel the registration of the Vocational Training Provider:
Provided that if at any point of Lime the Chief Executive Officer is satisfied that there is sufficient reason for him to consider steps that may lead to cancellation of registration of a Vocational Training Provider, he may suspend the registration of the Vocational Training Provider till completion of such steps.
