(1) No court shall take cognizance of an offence punishable under this Cognizance of Act, except upon complaint in writing made by the Registrar or any offence.

(2) No court inferior to that of a magistrate of first class shall try any offence punishable under this Act.
30. No suit, prosecution or other legal proceeding shall lie against the Protection of State government, the council or any committee there of, or any officer action taken in or servant or the Government or the council for any thing which is in good faith.
