The State Board shall incur expenditure out of the funds received by it in accordance with the powers delegated to the Board and the Chairman and the Member-Secretary as laid down in rules of the Board and where no specific Rules have been framed by the Board the financial rules of the State Government and other instructions issued by the Government from time to time shall apply,
