(1) The Commissioner, In passing orders, s hall record concisely a Judgment. hts finding on each of the Issues framed and his reasons for such ftndtng.

(2) The Commt toner. at the time of signing and dating his judgment, shall pronounce his dcctston. and thereafter no addition or alteration shall be made lo the judgment other than the correction of a clerical or art thmettcal mistake artsing from any accidental slip or omission.
