( l J Commissioner transferring any matter to another Commtssloner for report In accordance wtth sub-secuon (2) of Secuon 21 shall. along wtth the documents referred to in that sub-section, transmit to such other Cammi loner a concise tatement. In the fonn of questions for answer of the matter on which report Is required .

(21 A CommJ loner to whom a case Is so transferred for report shall not be required to report on any qu uon of law.
