Any violation of provisions of rules 5, 7, 8, 10, 11 and 14 shall be punishable with fine which may extend to one thousand rupees.
18. Guidelines for collection of particulars of individuals, verification, issue of National Identity Cards, etc, - The Registrar General of Citizen Registration may, in consultation with the Central Government, issue from time to time such guidelines to the State Governments as are considered necessary for implementation of these r u l e s " [F.
