If an officer from any Branch in the Coast Guard requests to be withdrawn from any phase of the training or resigns during the probationary period and such request or resignation is accepted by the Government, he shall be required to refund the cost of training in whole or in part as may be determined by the Government and all money received by him as pay and allowances from the Government together with interest on the said amount calculated at the rate in force for Government loans.
