At every meeting of the Board or any of the Committees at which he is present, the Chairman shall preside and, in his absence, the Vice-Chairman shall preside. If both the Chairman and the Vice-Chairman are absent, the members present at the meeting shall elect one from among themselves to preside at the meeting.
