Section 16: Board’s Establishment

(1) The Board may subject to availability of funds either by inclusion of a specific budget provision for the purpose or by savings under an appropriate head or by valid re-appropriation, sanction posts as provided for under sub-section (6) of section 7 and in accordance with the Staff Regulations framed for the purpose with the approval of the Central Government, if in its opinion such creation of posts is considered necessary for the efficient performance of its functions:

Provided that no post carrying a pay or a scale of pay the maximum of which is above $1300/- per mensem shall be created and appointments made thereto without the previous sanction of the Central Government:

(2) Subject to the conditions specified in sub-rule (1) - *(a) the Chairman may make appointments to Group “C” posts;

(b) the Chairman may make appointments to Group “D” posts also.
