All vacancies in the rank of officers carrying a pay, or a scale of pay, the maximum of which is above $1200/- per mensem or in any other posts, classified as technical posts, to be filled by direct recruitment, shall be advertised, and all vacancies in other ranks shall be notified to the local Employment Exchange concerned, and other agencies, in accordance with rules and regulations in force in respect of vacancies under the Central Government and appointments shall be made from among the persons making application in pursuance of the advertisement or the candidates recommended by the Employment Exchange, as the case may be.
