1. SHORT TITLE AND COMMENCEMENT.

(a) These rules may be called the Coffee Board (Cadre and Recruitment) Rules, 2014.

(b) They shall come into force on the date of its publication in the Official Gazette.

2. Definitions. In these rules, unless the context otherwise requires,

(a) “Cadre” refers to classification of posts and the sanctioned strength of posts in each cadre from the notification of these rules and is as listed in Annexure – I to these rules;

(b) “Competent Authority” means the Chairman of the Board;

(c) ‘Executive Committee’ means the Committee constituted as Executive Committee under the Coffee Act, 1942 as amended from time to time.

(d) “Government” means the Central Government.

(e) “Schedule” means the Schedule annexed to these rules. [*TPTII-W3(i)] TO^W:WqW i i

(f) “Scientific”, “Technical” and “Non-Technical” - Administrative or Ministerial Posts means the posts classified as such in the Annexure - I, to these rules.

3. Recruitment. The method of recruitment, qualifications, experience, age and other requirements shall be as mentioned in Schedule to these rules.

4. Relaxation in Age limit and Experience.

(a) The minimum Age Limit for entry into the Coffee Board is as prescribed by the Government of India from time to time.

(b) The upper or maximum Age Limit for appointment to various posts is as per the guidelines of the Government of India, Ministry of Personnel, Public Grievances and Pensions, Department of Personnel and Training, vide Office Memorandum No. AB.14017/48/2010-Estt.(RR) dated 31st December, 2010 as amended from time to time.

(c) The Upper age limit is relaxable in the case of Scheduled Castes or Scheduled Tribes or Other Backward Classes or Persons with Disabilities or Ex-Servicemen candidates as may be prescribed by the Government of India from time to time.

(d) Wherever posts are meant for direct recruitment, in-service Personnel possessing requisite qualification and experience can also apply.

(e) The upper age limit for in-service or departmental candidates for appointment by direct recruitment to Group ‘C’ posts is up to forty years in accordance with the instructions or orders issued by the Government of India from time to time.

(f) The upper age-limit for in-service or departmental candidates for appointment by direct recruitment to Group ‘A’ and ‘B’ posts is relaxable up to five years in accordance with the instructions or orders issued by the Government of India from time to time.

(g) In case of promotion the requirement of experience may be relaxed up to three years in the case of Scheduled Castes and Scheduled Tribe employees or in accordance with the instructions or orders issued by the Government of India from time to time.

(h) The Research Personnel viz., Research Associates, Senior Research Fellow (SRF), Junior Research Fellow (JRF), Technical Assistants etc., engaged on Contract or Ad-hoc basis in Coffee Board under various Research Programme, are eligible for relaxation of upper age-limit to the extent of the period of service rendered by them on Contract or Ad-hoc basis in Coffee Board subject to a maximum of five years for appointment to Group ‘A’ and ‘B’ posts, and to a maximum of upper age-limit of forty years in case of appointment to Group ‘C’ posts, on par with the in-service or departmental Personnel.

(i) The Permanent Mazdoors working in Research Farms of the Coffee Board are eligible for relaxation of upper agelimit to the extent of the period of service rendered by them as Permanent Mazdoors in Coffee Board subject to a maximum of upper age limit of forty years in case of appointment to Group ‘C’ posts, on par with the in-service or departmental Personnel.

(j) The requirement regarding experience is relaxable at the discretion of the competent authority in the case of Scheduled Caste or Scheduled Tribe candidates, if at any stage of selection, the Competent Authority is of the opinion that sufficient numbers of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them and the appointing authority shall also record the reasons for relaxing the experience in writing while doing so.

5. Appointing Authority. Subject to the provisions of the Coffee Act, 1942, the appointing authority shall be as under:

(a) Government of India, in the case of Chairman, Secretary and Director of Finance.

6. Mode of Recruitment. I. Direct Recruitment.

(a) For Group ‘A’ and ‘B’ Posts. Direct recruitment shall always be through advertisement only; provided that, for reasons to be recorded in writing, the Chairman is competent to fill a post, through Employment Exchange.

(b) For Group ‘C’ Posts. Wherever vacancies are to be filled it shall be through Advertisement or Staff Selection Commission or Employment Exchange. If necessary, Direct Recruitment to the posts of Extension Inspector, Junior Clerk, Driver - Ordinary Grade and Multi-Tasking Staff may be made at Regional or State Levels. Wherever posts are meant for direct recruitment, in-service Personnel possessing requisite qualification and experience can also apply. Age-limit can be relaxed in such cases, if otherwise the in-service personnel are found suitable. The Selection Committee may prepare a select list of candidates found suitable which shall remain valid for a period of twelve months in the normal course and in exceptional cases the appointing authority may extend the validity of the select panel by another six months. An appointment shall take effect from the date on which the appointee joins duty in the Coffee Board. The method of promotion shall be as specified in Schedule to these rules. The composition of the Departmental Promotion Committee and the Recruitment Committee shall be as notified by the Chairman in accordance as far as possible with the rules applicable to Government employees of equivalent cadres.
