2. स-चवालय – (1) केसर उaपादन और 7नया�त >वकास अPभकरण क8 अTयUता एक स-चव 'वारा क8 जाएगी िजसक8 7नयुिEत मसाला बोड� 'वारा [7त7नयुिEत पर अDयथा सीधी भतq 'वारा क8 जाएगी और मसाला बोड� के अवधारण के अनुसार कम�चारHवृंद क8 7नयुिEत क8 जाएगी।

(2) उप-पैरा (1) मc उिIलVखत अPभकरण का मुGयालय जOमू-क`मीर राWय के @ीनगर मc होगा।

3. काय� – (1) केसर उaपादन और 7नया�त >वकास अPभकरण 7नOनPलVखत काय� करेगा, अथा�त :--

(1) केसर क8 खपत को बढ़ाने के Pलए काय�!म को बढ़ावा;

(2) केसर के उaपादन, >वकास, संवध�न, >वपणन तथा 7नया�त से संबं-धत काय�!मM, काय�कलापM तथा पiरयोजनाओं का समDवयन;

(3) खेती के बेहतर ढंग, पुनरuपण तथा केसर क8 खेती के अधीन आने वाले UेX के >व�तार और उसके [सं�करण एवं पैकेिजंग के Pलए सहायता [दान करना ;

(4) केसर के 7नया�त को बढ़ावा देने के Pलए काय�!म एवं पiरयोजनाएं चलाना;

(5) [सं�करण, पैकेिजंग तथा भंडारण के Pलए समु-चत अवसंरचना के सजृन हेतु सहायता [दान करना तथा उसे बढ़ावा देना ;

(7) केसर के Pलए गुणवaता मूIयांकन [योगशाला क8 �थापना करना ;

(8) 7नया�त हेतु केसर क8 गुणवaता के मूIयांकन और 7नयंXण से संबं-धत काय�कलाप करना;

(9) केसर के 7नया�त के Pलए उपयुEत गुणवaता मानक तयैार करना और गुणवaता [माणन आरंभ करना ;

(10) केसर के 7नया�त-संवध�न हेतु नए बाज़ारM क8 पहचान करना;

(11) केसर उ'योग के सभी �हतबw पUकारM के बीच बाज़ार तथा केसर क8 क8मत से संबिDधत सूचनाओं का [सार करना;

(12) केसर उपजकता�ओं मc सहकारH [यासM को बढ़ावा देना;

(13) केसर क8 वैkा7नक खेती, गुणवaता परHUण, केसर हेतु @ेणीकरण 7नयतन संबंधी [PशUण [दान करना;

(14) केसर उ'योग से संबिDधत .कसी भी मामले पर उपजकता�ओं, _योहाiरयM तथा ऐसी अDय अPभकरणM, िजDहc ऐसे >व7न�द�bट .कया गया हो, से आंकड़े एकyXत करना;

(4) शिEतयाँ - (1) अपने काय�कलापM को चलाने के Pलए केसर उaपादन और 7नया�त >वकास अPभकरण के पास 7नOनPलVखत शिEतयाँ हMगी-

(1) अपने पदा-धकाiरयM हेतु कत�nयM का 7नधा�रण तथा उन पर यथाव`यक पय�वेUण एवं अनुशासनाaमक 7नयंXण, जैसे >व�हत हो,

(2) मसाला बोड� 'वारा [aयायोिजत >वaतीय एवं [शास7नक शिEतयM के अनुसार काय�!मM, काय�कलापM एवं सेवाओ ं के आयोजन तथा इनके [भावी 7नbपादन के Pलए अDय [शास7नक nयय हेतु nयय क8 अनुम7त देना;

ARNAB ROY Executive Director ——————— No. NHB.HFC.NCD-DIR.2/CMD/2015—In exercise of the power conferred by sections 30A and 31 of the National Housing Bank Act, 1987 (53 of 1987) and of all the powers enabling it in this behalf, the National Housing Bank, having considered it necessary in the public interest, and on being satisfied that for the purpose of enabling it to regulate the housing finance system of the country to its advantage, it is necessary so to do, hereby directs that the Housing Finance Companies issuance of Non-Convertible Debentures on private placement basis (NHB) Directions, 2014 shall, with immediate effect, be amended in the following manner, namely—

1. Amendment of Paragraph 7 In paragraph 7 of the Housing Finance Companies issuance of Non-Convertible Debentures on private placement basis (NHB) Directions, 2014,

(i) Sub-paragraph (1) shall be substituted by the following, namely:- “(1)(a) There shall be a limit of 200 subscribers for every financial year, for issuance of NCDs with a maximum subscription of less than 1 crore, and such subscription shall be fully secured;” “(1)(b) There shall be no limit on the number of subscribers in respect of issuances with a minimum subscription of 1 crore and above; and the option to create security in favour of subscribers will be with the issuers. Such unsecured debentures shall not be treated as public deposits as defined in the Housing Finance Companies (NHB) Directions, 2010.”

(ii) Sub-paragraph (2) shall be substituted by the following, namely:- “(2)(a)The minimum subscription per investor shall be 20,000/-;” “(2)(b) The issuance of private placement of NCDs shall be in two separate categories, those with a maximum subscription of less than 1 crore and those with a minimum subscription of 1 crore and above per investor.”

2. Amendment of Paragraph 12 In paragraph 12 of the Housing Finance Companies issuance of Non-Convertible Debentures on private placement basis (NHB) Directions, 2014, after sub-paragraph (3), the following shall be inserted, namely:— “12(4) The provisions of the above paragraph shall not apply to any amount raised by issuance of non-convertible debentures with a maturity more than one year and having the minimum subscription per investor at Rs.1 crore and above, provided that such debentures have been issued in accordance with the guidelines issued by the National Housing Bank as in force from time to time in respect of such non-convertible debentures.”

3. M NARAYANAPPA ADDITIONAL CENTRAL PF COMMISSIONER-I (KN&GOA) MINISTRY OF COMMERCE AND INDUSTRY (SPICES BOARD) ORDER New Delhi, the 17th March 2015 Admin-I/Estt/SPEDA/2014.---WHEREAS, the Spices Board proposes to constitute a committee with a mandate to plan and support specific programmes for development and promotion of exports of quality saffron from the State of Jammu and Kashmir, including activities aimed at provision of infrastructure, quality upgradation and research in coordination with private and public sector agencies;

NOW, THEREFORE, in exercise of the powers conferred under section 5 of the Spices Board Act, 1986 (10 of 1986) read with rules 11 and 13 of the Spices Board Rules, 1987, the Spices Board hereby constitutes a committee to be known as the Saffron Production and Export Development Agency with effect from the date of publication of this Order.

1. Constitution.- (1) The Saffron Production and Export Development Agency shall consist of—

(a) Secretary to the Government of India, Ministry of Commerce and Industry Chairperson

(b) Chief Secretary to Government of Jammu and Kashmir or his nominee Member

(d) Representative from Ministry of Commerce and Industry, Government of India Member

(e) Chairman, Spices Board of India Member

(f) Director, MIDH, Government of Jammu and Kashmir Member

(g) Representative, National Horticulture Board Member

(h) Representative, Indian Council of Agriculture and Research Member

(i) Representative, Sher-e-Kashmir University of Agricultural Sciences and Technology, Jammu Member

(j) Joint Director General, Foreign Trade Member

(k) Three Progressive Saffron farmers (to be nominated by the Central Government in consultation with the Government of Jammu and Kashmir) Member

(l) Two Saffron Exporters Member

(m) Two Saffron Traders (to be nominated by the Central Government in consultation with the Government of Jammu and Kashmir) Member

(2) All meetings of the Saffron Production and Export Development Agency shall be chaired by the Chairperson and in his absence; the meetings shall be chaired by the Chief Secretary to the Government of Jammu and Kashmir or the next senior-most member of the said Agency.

2. Secretariat.- (1) The Saffron Production and Export Development Agency shall be headed by a Secretary who will be appointed by the Spices Board, on deputation failing which by direct recruitment and shall appoint such staff as may be determined by the Spices Board.

(2) The headquarters of the Agency referred to in sub-paragraph (1) shall be at Srinagar in the State of Jammu and Kashmir.

3. Functions.- (1) The Saffron Production and Export Development Agency shall exercise the following functions, namely:—

(a) promote programmes to increase consumption of saffron;

(b) coordinate programmes, activities and projects relating to production, development, promotion, marketing and export of saffron;

(c) provide assistance for improved method of cultivation, replanting and expansion of growing area under saffron and its processing and packaging;

(d) undertake programmes and projects for promotion of export of saffron;

(e) assist and encourage creation of appropriate infrastructure for processing, packaging and warehousing;

(f) assist and encourage studies and research for improvement of processing, quality, techniques of grading and packaging of saffron;

(g) establish quality evaluation laboratory for saffron;

(h) undertake activities connected with evaluation and control of quality of saffron for export;

(i) evolve suitable quality standards and introduce certification of quality for saffron export;

(j) identify new markets for promotion of export of saffron;

(k) dissemination of information on market and price of saffron among all the stakeholders of saffron industry;

(l) promote co-operative efforts among growers of saffron;

(m) provide training on scientific cultivation of saffron, testing of quality, fixing grades for saffron;

(n) collect statistics from growers, dealers and such other agencies as may be prescribed on any matters related to the saffron industry;

(o) advise the Central Government, the Government of Jammu and Kashmir and the Spices Board on matters related to production, marketing, quality and export of saffron;

(p) undertake such other activities as may be necessary in order to further the programmes for development and promotion of exports of quality saffron, and the functions mentioned above.

(2) The Agency referred to in sub-paragraph (1) shall have one meeting in each quarter and not less than two meetings in a financial year.

4. Powers.- (l) The Saffron Production and Export Development Agency, in discharge of its functions, shall have the power to—

(a) prescribe duties for its officials, and exercise supervision and disciplinary control over them, as may be necessary;

(b) sanction the expenditure for undertaking programmes, activities and services and other administrative expenses required for its effective working as per the financial and administrative powers delegated by the Spices Board;

(2) In matters where the decision cannot wait for specific approval of the Saffron Production and Export Development Agency, the Secretary may take decision to perform any of its functions effectively in consultation with the Chairman of the Spices Board and the action taken shall be put up for ex-post facto approval in the next meeting of the said Agency for its approval.

5. Finance.- (l) The Saffron Production and Export Development Agency shall, for implementation of its programmes, prepare an annual plan and budget of its activities and have it approved by the Spices Board.

(2) The Central Government may provide, through the Spices Board, grant of such sums of amount as may be considered necessary.

6. Control and supervision.- For all practical purposes, the Saffron Production and Export Development Agency shall act as a subordinate agency of the Ministry of Commerce and Industry in the Central Government and function under the overall authority, supervision and control of the Spices Board.
