(ख) िविशMतया, मसाल# के िनया�त को संवTधत करने हेतु काय�Nम और प�रयोजनाएं चलाना ¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 3 (ग) मसाल# के अधीन खेती ,पुनरUपण के उ3त तरीक# तथा मसाल# के उपज 5े6 का िव;तार करना, उनके �सं;करण, पैकेVजग हेतु सहायता क� Wव;था करना और सहायता �दान करना (घ) मसाल# के उपभोग को बढ़ाने हतुे संवध�ना4मक काय�Nम चलाना (ङ) �सं;करण,पैकेVजग और भंडारण हतुे समुिचत अवसंरचना के सृजन केिलए सहायता देना तथा उसे �ो4सािहत करना (च) मसाल# के �सं; (ञ) मसाल# के उ4पादक# म* सहकारी �यास# को �ो4सािहत करना; (ट) मसाल# क� वै[ािनक खेती, गुणव ा परी5ण तथा मसाल# के Yेणी िनयतन से संबि)धत �िश5ण �दान करना; (ठ) मसाला उCोग से संबि)धत िविहत �कसी भी मामले म* कृषक#, \यौहा�रय# और ऐसे अ)य अिभकरण# से आंकड़े एक6 करना; और (ड) मसाल# के उ4पादन, िवपणन, गुणव ा और िनया�त से संबि)धत मामल# पर 5े6 क� रा=य सरकार, के)Iीय सरकार और मसाला बोड� को सलाह देना। 4. 4. 4. 4. शि�याँ शि�याँ शि�याँ शि�याँ :(1):(1):(1):(1) अपने कायR के िनव�हन म*, मसाला िवकास अिभकरण को िन:िलिखत शि"याँ �ा` ह#गी:- (क) मसाला बोड� Kारा �4यायोिजत िव ीय और �शासिनक शि"य# के अनुसार काय�Nम#, काय�कलाप# और सेवाS के आयोजन तथा अ)य �शासिनक Wय के िलए Wय क� सं;वीकृित देना; V)/Plant D. - In exercise of the powers conferred under Section 5 of the Spices Board Act, 1986 (10 of 1986), read with rules 11 and 13 of the Spices Board Rules, 1987, the Spices Board hereby constitutes advisory committees (s) of the Spices Board, to be designated as Spice Development Agency(s) for various spice growing regions of the country as mentioned in annexure to this notification.
1. Constitution of Spice Development Agency. - (1) Each Spice Development Agency shall consist of the following members, namely:-
(a) Chief Secretary to the State Government where the Agency is located Chairperson
(b) Representative of the Government of India with Ministry of Agriculture Member
(c) Representative of the Government of India with Ministry of Commerce and Industry, Department of Commerce Member
(d) Joint Director General of Foreign Trade, representing Government of India Department of Commerce Member
(e) Member, Spices Board from the concerned region Member
(f) Representative of the Department of Agriculture of the State Government Member
(g) Director, State Horticulture Mission Member
(h) Representative of University of Agriculture located in the concerned State or region Member
(i) Three persons to represent the growers of major spices in the concerned State or region Member
(j) Two persons to represent the exporters of spices in the concerned State or region Member
(k) Two persons to represent the traders of spices in the concerned State or region Member
(l) Representative of Agricultural Produce Market Committee Member
(m) Regional Officer of the Spices Board Convener/ Member Secretary
(2) The members of the Spice Development Agency shall hold office for such period not exceeding three years from the date of appointment.
(3) All meetings of the Spice Development Agency shall be chaired by the Chairperson and in his absence, the meetings shall be chaired by the next senior most representative of the Central Government or the State Government, as the case may be.

(4) The Spice Development Agency may devise, subject to any general or specific advice given by the Spices Board, its own procedures for conduct of its meetings.
(5) The Spice Development Agency shall have one meeting in each quarter and not less than two meetings in a financial year.
2. Secretariat.- (1) The Headquarters of the Spice Development Agency shall be in a place designated by the Spices Board as its Regional Office.
(2) The Regional Officer of the Spices Board shall act as the Member Secretary of the Agency and implement its decisions.
3. Functions.- (1) The Spice Development Agency shall perform the functions of the Spices Board as laid down in Chapter II, section 7 of the said Act and exercise and perform such other powers and functions as may be entrusted to it by specific order of the Government.
(2) In particular, the Spice Development Agency may,-
(a) coordinate programmes, activities and projects of the concerned agencies of the Central and State Government relating to production, development, promotion, marketing and export of spices;
((b) undertake programmes and projects, in particular, for promotion of export of spices;
(c) arrange and provide assistance for improved method of cultivation, replanting and expansion of growing area under spices and its processing and packaging;
(d) carry out promotional programmes to increase consumption of spices;
(e) assist and encourage creation of appropriate infrastructure for processing, packaging and warehousing;
(f) assist and encourage studies and research for improvement of processing, quality, techniques of grading and packaging of spices;
(g) evolve suitable quality standards and introduce certification of quality for spices export;
(h) establish quality evaluation laboratory for spices, and undertake activities connected with evaluation and control of quality of spices for export;
(i) disseminate information on market and price of spices among all the stakeholders of spices industry;
(j) promote co-operative efforts among growers of spices;
(k) provide training on scientific cultivation of spices, testing of quality, fixing grades for spices;
(l) collect statistics from growers, dealers and such other agencies as may be prescribed on any matters related to the spices industry; and
(m) advise the Central Government, State Governments of the region and Spices Board on matters related to production, marketing, quality and export of spices.
4. Powers.- (1) In discharging its functions, the Spice Development Agency, shall have the powers to-
(a) sanction the expenditure for undertaking programmes, activities and services and other administrative expenses as per the financial and administrative powers delegated by the Spices Board; and
(b) specify the duties for its officials and exercise supervision and disciplinary control over them, as may be necessary.
(2) In case, a specific approval of the Spice Development Agency cannot be obtained, the Member Secretary may perform any of the function assigned to the Spice Development Agency, in consultation with Chairperson subject to the expost facto approval in the next meeting, of the functions performed by him.

5. Finance.- (1) The Spice Development Agency shall prepare an annual plan and budget of its activities which shall be approved by the Board for implementation by the concerned stakeholders and agencies.
(2) The Central Government may provide, through the Spices Board or otherwise, grant of such sums of amount as may be necessary for the said Agency to carry out its functions effectively.
6. Control.- The Spice Development Agency shall function under the overall authority, supervision and control of the Spices Board.
7. Each Spice Development Agency shall commence its operations from a date as may be notified by the Spices Board.
8. The Spices Board may set up and notify additional Spice Development Agency for other regions as may be necessary.
