Section 19: After section 24 of the ^rflndpal Act, the following1 sections shall be inserted, namely

-: : • "24A. (1) The District Forum, the State Commission w the National Commission shall dot admit a eomp&mt unless it is filed within one year from the date on which the cause of; action has arisen. .
(2) Notwithstanding- anything contained m sub-section (1), a complaint may be entertained after the period specified in subjection (1), if the complaint satisfies the District Forum, the State Commissioner or the National Commission, as the c'ase may be, that he had sufficient cause for not filing the cqmplamt within such period:
Provided that no such complaint shall be entertained unless the District Forma, the State Commission or the National Commission, as the case may be, records its reasons for- condoning such delay.
