THE DELHI SALES TAX (Second Amendment) ACT, 1994 (DELHI ACT NO. 12 OF 1994) (As passed by the Legislative Assembly of the National Capital Territory of Delhi), AN ACT Further to amend the Delhi Sales Tax Act,
1975.
Be it enacted by the Legislative Assembly of the National Capital Territory of Delhi in the Forty-fifth year of the Republic of India as f01- Jows:-
1. Short title, extent and commencement.c=f l ) This Act may be, called the Delhi Sales Tax (Second Amendment) Act, 1994.
(2) In extends to the whole of the National Capital Territory of Delhi.
(3) It shall come into force at once.
2. Amendment of Section 4.-In sub-section
(1) of Section 4 of the Delhi Sales Tax Act, 1975 (43 of 1975):- ( 1) after clause (c), the following new clause shall be inserted, namely:- "( cc) in the case of taxable turnover in respect of lottery tickets, at the rate of twenty paise dn the rupee)".

(ilii) It shall come into force at once.
3. Custody 0 he-Gen 'eney Fund and withdrawals t!herefrom.- ie Contingenoy Fund of National Capital Territory of Delhi shall be held bv the Lieutenant Governor of the National Capital Territory of Delhi (hereinafter referred as "the Lieutenant Governor"), and no advances shall be made out of such Fund except for the purposes of meeting unforeseen expenditure pending authorisation of such expenditure by Legislative Assem- , bly of Delhi under appropriations made by law.
4. Power to make rules.-For the purpose of carrying out the objects of this Act, the Lieutenant Governor may make rules regulating a11 matters connected with or ancillary to the custody of the payment of moneys into and the withdrawals of' moneys from, the Contingency Fund of National Capital Territory of Delhi.
5. Laying of Rules before Legislative Assembly.-Every rule made by the Lieutenant Governor under tlsis.Act shall be laid, as S0011 as it is made, before the Legislative Assembly.

3. Appropriation.-The sums authorised to be paid and applied from and out of the Consolidated Fund of the National Capital Territory of Delhi by this Act, shall be appropriated for the services and purposes expressed in the Schedule in relation to the said year.
