2. िजस l यिW का अपना यांि2क वाहन और गैर-वािणि?यक �योजनX के िलए पंजीकृत Yआ हो और वह टोल i लाजा से 20 �क.मी. तक क) दरूी म@ रहता हो उसके िलए वष� 2013-14 के िलए मािसक पास क) दर 215.00 fपए (दो सौ प� �ह fपए मा2) होगी और रा� �ीय राजमाग� शु� क (दरX का अवधारण और संUहण) िनयम, 2008 के उपबंधX के अनुसार, उसम@ �* येक वष� संशोधन �कया जाएगा ।
3. राजमाग� खF ड पर बYया2ाn हेतु पास िन9 निलिखत दरX पर �दान �कया जायेगा, अथा�त्: संदये धनरािश अनुoात एकतरफा या2ाn क) अिधक तम सं5 या िविधमा� यता क) अविध एकतरफा या2ा के िलए शु� क का डेढ़ गुणा दो संदाय के समय से चौबीस घंटे पचास एकल या2ाn के िलए संदेय शु� क क) रािश का दो-ितहाई पचास संदाय क) तारीख से एक मास 4. िजस िजले म@ शु� क i लाजा पड़ता ह ैउस िजले म@ पंजीकृत वािणि?यक वाहन (रा� �ीय परिमट के अधीन चल रहे वाहनX को छोड़कर) के िलए शु� क उस kेणी के वाहन के िलए िनधा�-रत शु� क का 50% होगा बशतr �क ऐसे वािणि?यक वाहनX के उपयोग के िलए कोई सcवस रोड अथवा वैकि�पक सड़क उपलs ध न हो । 5. जो यांि2क वाहन िनयमX के अधीन अपने �वग� के िलए िनधा�-रत अनुoेय भार क) अपेPा अिधक भार से लदे Yए हXगे उन दरX पर शु� क का संदाय करना होगा जो उनसे अगली उt च kेणी के वाहनX के िलए लागू होता ह ैऔर उ� ह@ तब तक राजमाग� खF ड का उपयोग करने का अिधकार नहu होगा जब तक �क ऐसे यांि2क वाहन से अिधक भार को हटा न �दया जाए। 6. यांि2क वाहनX के �वग�, उनके िलए अनुoेय भार, छूट �ाi त वाहनX के �वग�, सcवस रोड, वैकि�पक सड़क आ�द सिहत सभी प-रभाषाएं िनयमX म@ िविनbद� ट प-रभाषाn के अनुसार हXगी ।

8. ऊपर सारणी 1 म@ यथा उि�लिखत, आधार वष� 2007-08 के िलए �ित �क.मी. क) आधार दरX के आधार पर, यांि2क वाहनX से िलए जाने वाले वाN तिवक शु� क और कटौितयX क) गणना �ािधकरण ;ारा क) जाएगी और उसम@ उE त िनयमX के िनयम 5 के अनुसार वाcषक तौर पर संशोिधत एवं �कािशत �कया जायेगा तथा उसे, तदनुसार, अंUेजी और N थानीय भाषा के कम-स-ेकम एक-एक समाचारप2 म@ �कािशत �कया जाएगा ।
9. प-रयोजना क) अनुमािनत पंूजीगत लागत 586.92 करोड़ fपये ह।ै �ािधकरण ;ारा उपयोगकता�n से वसूल �कए गए शु� क के ज-रए पूंजीगत लागत क) वसूली का -रकाड� रखा जाएगा और पंूजीगत लागत क) वसूली हो जाने के बाद लगाए गए शु� क क) दरX को 40% घटा �दया जाएगा । 31-3-2013 तक क) गई उगाही से उपयोगकता�n से 66.30 करोड़ fपए वसूल �कए गए। 10. शु� क क) दरX म@ वृिw �कसी भी हालत म@ इससे ठीक पहले के वष� म@ लागू शु� क क) दरX के पt चीस �ितशत से अिधक नहu होगी । [la- भारारा�ा/13013/422/12-13/सीओ/जीसी-पारादीप-पतन संयोजन] अलकेश शमा�, संयुE त सिचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 24 th May, 2013 S.O. 1354(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1291 (E), dated the 11 th November, 2003, issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government entrusted the stretch from kilometer 0.000 to kilometer
77.000 (Chandikole – Paradip Section) of National Highway No. 5A in the State of Odisha to the National Highways Authority of India (hereinafter referred to as the “Authority”);
And whereas, the Authority entered into an agreement with M/s Paradip Port Road Company Limited (PPRCL), Dwarka, New Delhi on 24 th February, 2004 for the Construction, Maintenance and Operation of Paradip Port Connectivity Road on NH-5A on Build, Operate and Transfer basis.
And whereas, the Authority authorized M/s Paradip Port Road Company Limited (PPRCL), Dwarka, New Delhi for collecting and retaining the fee vide Government of India Notification bearing S.O. No. 1179 (E) dated 8 th May, 2009.
And whereas, the Central Government, in exercise of the powers conferred by Section 9 of the National Highways Act, 1956 (48 of 1956) has framed the National Highways Fee (Determination of Rates and Collection) Rules, 2008, vide G.S.R. 838 (E) dated the 5 th Dec, 2008, for collection of fee for use of sections of National Highways, Permanent Bridges, bypasses and tunnels.
And whereas, the Authority has decided to amend the fee notification of Paradip Port Connectivity Project of NH-5A in Odisha from SPV of NHAI to ‘Public Funded Project’ incorporating the provisions of National Highways Fee (Determination of Rates and Collection) Rules, 2008 published vide G.S.R. 838 (E) dated the 5 th Dec, 2008 and amended from time to time.
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 (hereinafter referred to as the “said Rules”) and in supersession of the notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1179(E), dated the 8 th May, 2009 except as respects things done or omitted to be done before such supersession, the Central Government hereby levies the fee at the base rate specified in column (2) of the Table 1 for net road section length of 76.588 kilometer (hereinafter referred to as ‘base rate”) for use of the four and more lane section on the Type of Vehicles specified in column (1) of Table 1 below, for the use of the section from kilometer 0.000 to kilometer

1. The fee levied and collected hereunder shall be due and payable at the following Toll Plaza for net road length specified for such Toll Plaza :

2. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the toll plaza is Rs. 215.00 (Rupees Two Hundred Fifteen only) for the year 2013-14 and is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
3. For multiple journey on the highway section, passes shall be issued at the following rates, namely :— Amount Payable Maximum number of one way journeys allowed Period of validity One and half times of the fee for one way journey Two Twenty four hours from the time of payment Two-third of amount of the fee payable for fifty single journeys Fifty One month from date of payment
4. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.
5. Mechanical vehicle which is loaded in excess of permissible load specified for its category under the rules, shall be liable to pay fee at such rates which is applicable for the next higher category of the vehicles and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.
6. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules.
7. The fee rates shall be displayed for information of the users in accordance with Rules 12 of the said rules.
8. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority and published and will further be revised annually and published in accordance with the Rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and vernacular language accordingly.
9. The estimated capital cost of the project is Rupees 586.92 crores. The Authority shall maintain a record of the recovery of capital cost through user fee realised and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules. A Total of Rs. 66.30 crore has been recovered from user fee realized till 31.03.2013.
10. The increase in the actual amount of user fee to be charged from the mechanical vehicles shall in no case be more than twenty-five percent of the fee applicable in the immediately preceding year.
