1. रेलवे उपयोग उप�रसेतु (आरओबी) के उपयोग के िलए नीचे उeमह$त एवं संमह$त शु[ क, शोf य और संदेय होगा:

2. Lजस i यGH का अपना यांGऽक वाहन और गैर-वाLणLKयक ूयोजनI के िलए पंजीकृत हुआ हो और वह रेलवे उप�रसेतु (आरओबी) से बीस 2क.मी. तक क' दरू$ मP ह$ रहता हो, उसके िलए वष� 2013-14 के िलए मािसक पास क' दर 215.00 bपये (दो सौ पंिह bपये माऽ) होगी और रां श$य राजमाग� शु[ क (दरI का अवधारण और संमहण) िनयम, 2008 के उपबंधI के अनुसार उसमP ूa येक वष� संशोधन 2कया जाएगा । ¹Hkkx IIµ[k.M 3(ii)º Hkkjr dk jkti=k % vlk/kj.k 3
3. राजमाग� ख4 ड पर बहुयाऽाओं हेतु पास िनh निलLखत दरI पर जार$ 2कया जायेगा, अथा�त:् संदेय धनरािश अनुkात एकतरफा याऽाओं क' अिधक तम सं/ या Gविधमा" यता क' अविध एकतरफा याऽा के िलए शु[ क का डेढ़ गुना दो संदाय के समय से चौबीस घंटे पचास एकल याऽाओं के िलए संदेय शु[ क क' रािश का दो - ितहाई पचास संदाय क' तार$ख से एक मास
4. Lजस Lजले मP शु[ क g लाजा पड़ता है उस Lजले मP पंजीकृत वाLणLKयक वाहन (रां श$य परिमट के अधीन चल रहे वाहनI को छोड़कर) के िलए शु[ क उस ौणेी के वाहन के िलए िनधा��रत शु[ क का 50% होगा बशतp के ऐसे वाLणLKयक वाहनI के उपयोग के िलए कोई सGव�स रोड अथवा वैकL[पक सड़क उपलr ध न हो ।
5. जो यांGऽक वाहन िनयमI के अधीन अपने ूवग� के िलए िनधा��रत अनुkेय भार क' अपेsा अिधक भार से लदे हुए हIगे उन दरI पर शु[ क का संदाय करना होगा जो उनसे अगली उt च ौणेी के वाहनI के िलए लागू होता है और उ" हP तब तक राजमाग� ख4 ड का उपयोग करने का अिधकार नह$ं होगा जब तक 2क ऐसे यांGऽक वाहन से अिधक भार को हटा न 2दया जाए।
6. यांGऽक वाहनI के ूवग�, उनके िलए अनkेुय भार, छूट ूाg त वाहनI के ूवग�, सGव�स रोड, वैकL[पक सड़क आ2द स2हत सभी प�रभाषाएं िनयमI मP Gविन2द�ं ट प�रभाषाओं के अनुसार हIगी।
7. उV त िनयमI के िनयम 12 के अनसुार, उपयोगकa ता�ओं क' जानकार$ के िलए शु[ क क' दरI को ूदिश�त 2कया जाएगा ।
8. ऊपर सारणी 1 मP यथा - उL[लLखत, आधार वष� 2007-08 के िलए ूित 2क.मी. शु[ क क' आधार दर क' आधार पर यांGऽक वाहनI से िलए जाने वाले वाः तGवक शु[ क और कटौितयI क' गणना ूािधकरण ^ारा क' जाएगी और उसे ूािधकरण ^ारा अंमेजी तथा ः थानीय भाषा के कम-स-ेकम एक-एक समाचारपऽ मP ूकािशत 2कया जाएगा और तa पँ चात ् उV त िनयमI के िनयम-5 के अनुसार उसमP वाGष�क तौर पर संशोधन 2कया जायेगा और तदनुसार ूकािशत कराया जायेगा ।
9. प�रयोजना क' अनुमािनत पूंजीगत लागत 44.39 करोड़ bपए हv । ूािधकरण ^ारा उपयोगकa ता�ओं से वसूल 2कए गए शु[ क के ज�रए पंूजीगत लागत क' वसूली का �रकाड� रखा जाएगा और पंूजीगत लागत क' वसूली हो जान ेके बाद लगाए गए शु[ क क' दरI को 40% घटा 2दया जाएगा और उV त िनयमI के अनुसार इसमP वाGष�क तौर पर संशोधन 2कया जाएगा। [iQk- la- भाराराूा/13013/743/12-13/सीओ/जीसी कोजीकोडे (90.100-91.300) आरओबी] अलकेश शमा�, संयुV त सिचव 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, dated the 25th June, 2013 S.O. 1848(E),—Whereas vide notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1035(E) dated 7th May, 2010 issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government entrusted the stretch from kilometer 18.000 to kilometer 148.000 of Karnataka/ Kerala Border – Kannur Section of National Highway No. 17 (New NH-66) in the State of Kerala to the National Highways Authority of India ( hereinafter referred to as the “ Authority”);
Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended from time to time (hereinafter referred to as the “said Rules”), the Central Government hereby levies the fee at the base rate specified in the Table (hereinafter referred to as “base rate”) on the type of Vehicles specified in Table below, for the use of the “Railway Over Bridge (ROB) at Padannakkad from Km 90.100 to Km 91.300 in the state of Kerala and authorizes the Authority to collect, either through its officials or through a contractor, the said fee, namely:- TABLE-I Base rate of fee (Rupees per vehicle per trip) Cost of Railway Over Bridge (Rupees in crore) Car, Jeep, Van or Light Motor Vehicle Light Commercial Vehicle, Light Goods Vehicle or Mini Bus Truck or Bus (Two axles) Three- axle Commercial Vehicles Heavy Construction Machinery (HCM) or Earth Moving Equipment (EME) or Multi Axle Vehicle (MAV) (four to six axles) Oversized Vehicle (seven or more axles) 10 to 15 5 7.50 15 16.50 22 30 For every additional rupees five crores or part thereof, exceeding rupees fifteen crores and up to rupees one hundred crores.

1. The fee levied and collected hereunder shall be due and payable for the use of the Railway Over Bridge (ROB) at the following toll plaza:

2. The rate of monthly pass for a person who own a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the ROB is Rs. 215 .00 (Rupees Two Hundred fifteen only) for the year 2013-14 and is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
3. For multiple journeys on the highway section, passes shall be issued at the following rates, namely.

4. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.
5. Mechanical vehicle which is loaded in excess of permissible load specified for its category under the Rules, shall be liable to pay fee at such rates which is applicable for the next higher category of the vehicles and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicles.
6. All definitions, category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules.
7. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules.
8. Based on the Base rate of fee per Km for the base year 2007-08 as mentioned in Table-I above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority and the same shall be got published by the Authority in at least one newspaper, each in English and vernacular language and there after revised annually in accordance with the rule 5 of the said rules and got published accordingly.
9. The estimated capital cost of the project is Rs. 44.39 Crores. The Authority shall maintain a record of the recovery of capital cost through user fee realized and after recovery of the capital cost; the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
