Hजस \ यAa का अपना यांAऽक वाहन और गैर-वाHणH?यक ूयोजनS के िलए पजंीकृत हुआ हो और वह टोल W लाजा से बीस �क.मी. तक क7 दरू. म@ ह. रहता हो, उसके िलए वष� 2013-14 के िलए मािसक पास क7 दर 215.00 jपए (दो सौ पंिह jपए माऽ) होगी और रां श.य राजमाग� शु� क (दरS का अवधारण और समंहण) िनयम, 2008 के उपबधंS के अनुसार उसम@ ू8 येक वष� संशोधन �कया जाएगा।
4. राजमाग� खF ड पर बहुयाऽाओं हेतु पास िनY निलHखत दरS पर जार. �कया जायेगा, अथा�त ्:

5. Hजस Hजले म@ श�ु क W लाजा पड़ता है उस Hजले म@ पजंीकृत वाHणH?यक वाहन (रां श.य परिमट के अधीन चल रहे वाहनS को छोड़कर) के िलए शु� क उस ौणेी के वाहन के िलए िनधा��रत शु� क का 50% होगा बशतs के ऐसे वाHणH?यक वाहनS के उपयोग के िलए कोई सAव�स रोड अथवा वकैH�पक सड़क उपलc ध न हो ।
6. जो यांAऽक वाहन िनयमS के अधीन अपने ूवग� के िलए िनधा��रत अनुpेय भार क7 अपे^ा अिधक भार से लदे हुए हSगे उन दरS पर श�ु क का संदाय करना होगा जो उनसे अगली उt च ौणेी 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] के वाहनS के िलए लागू होता है और उ, ह@ तब तक राजमाग� खF ड का उपयोग करने का अिधकार नह.ं होगा जब तक �क ऐसे यांAऽक वाहन से अिधक भार को हटा न �दया जाए।
7. यांAऽक वाहनS के ूवग�, उनके िलए अनुpेय भार, छूट ूाW त वाहनS के ूवग�, सAव�स रोड, वकैH�पक सड़क आ�द स�हत सभी प�रभाषाएं िनयमS म@ Aविन�द�ं ट प�रभाषाओं के अनुसार हSगी ।
8. उE त िनयमS के िनयम 12 के अनुसार, उपयोगक8 ता�ओ ंक7 जानकार. के िलए शु� क क7 दरS को ूदिश�त �कया जाएगा ।
9. ऊपर सारणी 1 म@ यथाउH�लHखत, आधार वष� 2007-08 के िलए ूित �क.मी.शु� क क7 आधार दर पर आधा�रत यांAऽक वाहनS से िलए जानेवाले वाः तAवक शु� क क7 रािश और छूट क7 गणना राजमाग� प�रयोजना क7 लY बाई के पूरे कर िलए भाग के आधार पर ूािधकरण <ारा क7 जाएगी इसे �रयायतमाह. के माd यम से ूािधकरण <ारा अंमेजी और ः थानीय भाषा के कम-से-कम एक समाचारपऽ म@ ूकािशत �कया जाएगा तथा इसके बाद उE त िनयमS के िनयम 5 और �रयायत करार के ूावधानS के अनुसार इसम@ वाAष�क तौर पर संशोधन �कया जायेगा तथा इसे ूकािशत �कया जाएगा, पर, त ुशत� यह है �क शु� क के Aपछले सशंोधन क7 तार.ख से छ: मास क7 अविध के भीतर कोई सशंोधन नह.ं �कया जायेगा। [स.ं भाराराूा/13013/702/सीओ/12-13/जीसी-Aवजयवाड़ा(0-63)बीओट.]
अलकेश शमा�, संयुE त सिचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 24 th May, 2013 S.O. 1356(E).— Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 2756 (E), dated 22.11.2012, issued under Section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretch from kilometer 0.000 to kilometer 65.000 (Vijayawada – Machilipatnam section) of National Highway No. 9 in the State of Andhra Pradesh to the National Highways Authority of India (hereinafter referred to as the “Authority”);
And whereas, pursuant to the provision of Section 14 of the National Highways Authority of India Act, 1988 (68 of 1988), the Authority has entered into an Agreement on 03.02.2012 (hereinafter referred to as said agreement) with M/s Vijayawada – Machilipatnam Expressway Limited having its registered office at Madhucon House, Plot No. 1129A, Road No. 36, Hi- Tech City Road, Jubilee Hills, Hyderabad – 500 033, Andhra Pradesh (hereinafter referred to as the “Concessionaire”), for the bids submitted on 29.08.2011 for the development of Vijayawada- Machilipatam section from km 0.000 to km 63.800 (Approx. length 64.611 km ) on National Highway No. 9 (hereinafter referred to as the “said section”) to four laning with paved shoulder and operation & maintenance of the said section.
Now, therefore, in exercise of the powers conferred by section 8A of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 published vide G.S.R. 838(E) dated 5 th December, 2008 and amended vide G.S.R. 950(E) dated 3 rd December, 2010,G.S.R. 15(E) dated 12th January, 2011 (hereinafter referred to as the “Rules”), the Central Government, having regard to the expenditure involved in building, maintenance, management and operation of the said section, interest on the capital invested, reasonable return, the volume of traffic and the period of the agreement entered into between the authority and the concessionaire, hereby notifies that there shall be levied and collected fees on mechanical vehicles for the use of the said section at the rate specified in columns (2) of the Table 1 for net road section length 48.761 km for use of the four and more lane sections (hereinafter referred to as “base rate”) and at one and a half times the base rate for the 15.850 km. length of bypasses costing Rupees ten crore or more on the Type of Vehicles specified in Table 1 below, and authorizes the said Concessionaire to collect and retain the fee on and from the date of commercial operation (COD) declared by the Authority and on getting the completion certificate or the provisional completion certificate, as the case may be, from the Authority or publication of this notification in the Official Gazette, whichever is later, till the termination date as specified in the agreement;

3. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the toll plaza is Rs. 215.00 (Rupees Two Hundred Fifteen only) for the year 2013-14 which is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
4. For multiple journey on the highway section, passes shall be issued at the following rates, namely :

5. Fee for commercial vehicle (excluding vehicles plying under national permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles.
6. Mechanical vehicles which is loaded in excess of permissible load specified for its category under the Rules, shall be liable to pay fee at such rates which is applicable for the next higher category of the vehicles and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.

7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the Rules.
8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules.
9. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed portion of the length of the Project highway. The same shall be got published by the Authority in at least one newspaper, each in English and vernacular language through the Concessionaire and thereafter revised annually and published in accordance with rule 5 of the said rules and provisions of the Concession Agreement provided that no revision shall be effected within a period of six months from the date of the preceding revision of fee.
