2. उपयु�E त के अित�रE त, 10 करोM+ #पए या अिधक क6 लागत वाले िन9 निलGखत बाइपास (बाइपास[) के उपयोग के िलए िन9 निलGखत टोल h लाजा (h लाजाओ)ं के िलए Yविन�द�ं ट बाइपास (बाइपास[) क6 ल9 बाई हेतु उE त िनयम[ के िनयम 4 के उप-िनयम (2) म> Yविन�द�ं ट दर के डेढ़ गुना के �हसाब स,े िन9 निलGखत शु� क भी शोd य और संदेय होगा;

3. Gजस l यYZ का अपना यांYऽक वाहन और गैर-वाGणG=यक ूयोजन[ के िलए पंजीकृत हुआ हो और वह टोल h लाजा से 20 �क.मी. तक क6 दरू- म> ह- रहता हो, उसके िलए वष� 2013-14 के िलए मािसक पास क6 दर 215.00 #पए (दो सौ पंिह #पए माऽ) होगी और रां श-य राजमाग� शु� क (दर[ का अवधारण और संमहण) िनयम, 2008 के उपबंध[ के अनुसार उसम> हर वष� संशोधन �कया जाएगा ।

5. राजमाग� खP ड पर बहुयाऽाओं हेतु पास िन9 निलGखत दर[ पर जार- �कया जायेगा, अथा�त:् संदेय धनरािश अनुmात एकतरफा याऽाओं क6 अिधक तम सं7 या Yविधमा+ यता क6 अविध एकतरफा याऽा के िलए शु� क का डेढ़ गुना दो संदाय के समय से चौबीस घंटे पचास एकल याऽाओं के िलए संदेय शु� क क6 रािश का दो-ितहाई पचास संदाय क6 तार-ख से एक मास
5. Gजस Gजले म> शु� क h लाजा पड़ता है उस Gजले म> पंजीकृत वाGणG=यक वाहन (रां श-य परिमट के अधीन चल रहे वाहन[ को छोड़कर) के िलए शु� क उस ौणेी के वाहन के िलए िनधा��रत शु� क का 50% होगा बशतq के ऐस े वाGणG=यक वाहन[ के उपयोग के िलए कोई सYव�स रोड अथवा वैकG�पक सड़क उपलQ ध न हो ।
6. जो यांYऽक वाहन िनयम[ के अधीन अपने ूवग� के िलए िनधा��रत अनुmेय भार क6 अपेXा अिधक भार से लदे हुए ह[गे उन दर[ पर शु� क का संदाय करना होगा जो उनसे अगली उr च ौणेी के वाहन[ के िलए लागू होता है और उ+ ह> तब तक राजमाग� खP ड का उपयोग करने का अिधकार नह-ं होगा जब तक �क ऐसे यांYऽक वाहन से अिधक भार को हटा न �दया जाए।
7. यांYऽक वाहन[ के ूवग�, उनके िलए अनुmेय भार, छूट ूाh त वाहन[ के ूवग�, सYव�स रोड, वैकG�पक सड़क आ�द स�हत सभी प�रभाषाएं िनयम[ म> Yविन�द�ं ट प�रभाषाओं के अनुसार ह[गी ।
8. उE त िनयम[ के िनयम 12 के अनुसार, उपयोगकV ता�ओं क6 जानकार- के िलए शु� क क6 दर[ को ूदिश�त �कया जाएगा । 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)]
9. ऊपर सारणी-1 म> यथा-उG�लGखत, आधार वष� 2007-08 के िलए ूित �क.मी.शु� क क6 आधार दर के आधार पर यांYऽक वाहन[ से िलए जानेवाले वाः तYवक शु� क और कटौितय[ क6 गणना ूािधकरण ;ारा क6 जाएगी और उसम> उE त िनयम[ के िनयम 5 के अनुसार वाYष�क तौर पर संशोधन �कया जायेगा तथा उसे तदनुसार कम-स-ेकम अंमेजी और ः थानीय भाषा के एक-एक समाचारपऽ म> ूकािशत �कया जाएगा।
10. प�रयोजना क6 अनुमािनत पूंजीगत लागत 363.00 करोड़ #पए है। ूािधकरण ;ारा उपयोगकता�ओं से वसूल �कए गए शु� क के ज�रए पूंजीगत लागत क6 वसूली का �रकाड� रखा जाएगा और पूंजीगत लागत क6 वसूली हो जाने के बाद लगाए जानेवाले शु� क क6 दर[ को 40% घटा �दया जाएगा और उE त िनयम[ के अनुसार, उसम> वाYष�क तौर पर संशोधन �कया जाएगा। [फा. स.ं भाराराूा/13013/691/सीओ/11-12/जीसी-मंगलोर-पीसी] अलकेश शमा�, संयुE त सिचव MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 25th June, 2013 S.O. 1849(E).—Whereas by notification of the Government of India in the Ministry of Road Transport and Highways number S.O. 1291(E), dated the 11th November, 2003, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), the Central Government has entrusted the stretches from km 358.000 to km 375.300 (Suratkal to Nontour) on NH-17, from km 328.000 to km 345.000 (BC Road to Podil Junction) on NH-48 and from km 743.900 to km 745.000 (Maroli Junction to Nantoor Juction) on NH-13 in the State of Karnataka to the National Highways Authority of India (hereinafter referred to as the “Authority”);
And whereas, the stretch of Bairadi-Maroli MDR measuring a length of 2.60 km. has been entrusted by the Government of Karnataka to the Authority vide letter No. PWD 196 CNH dated October 16, 2003.
And whereas, the Authority entered into an agreement with M/s. New Mangalore Port Road Company Limited (NMPRCL), Dwarka, New Delhi on 8th November, 2010 for the construction, maintenance and operation of New Mangalore Port Connectivity Road on NH-17 and NH-48 on Build, Operate and Transfer Basis.
And whereas, the Central Government, in exercise of the powers conferred by section 9 of the National Highways Act, 1956 ( 48 of 1956) has framed the National Highways Fee (Determination of Rates and Collection) Rules, 2008, vide G.S.R. 838(E) dated 5th December, 2008, for collection of fee for use of sections of national highways, permanent bridges, bypasses and tunnels.
And whereas, the Authority has decided to notify the Fee Notification of New Mangalore Port Connectivity incorporating the provisions of National Highways Fee (Determination of Rates and Collection) Rules, 2008, published vide G.S.R. 838(E) dated 5th December, 2008 and amended from time to time.
Now, therefore, in exercise of the powers conferred by Section 7 of the National Highways Act, 1956 (48 of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008 and amended from time to time (hereinafter referred to as the “said Rules”), the Central Government hereby levies the fee at the base rate specified in column (2) of Table 1 for net road section length of 33.299 Kms (hereinafter referred to as “base rate”) for use of the four and more lane sections and at one and one half times the base rate for two numbers of bypasses having aggregate length of 3.20 km and costing Rs. 10 crore or more on the type of Vehicles specified in column(1) of Table 1 below, for the use of the section from kilometer 358.000 to kilometer 375.300 of National Highway No. 17 (Surathakal – Nantoor section), (New National Highway No. 66), from kilometer 328.000 to kilometer 345.000 of National Highway No. 48 ( B.C. Road to Padil section) (New National Highway No. 73) and Bypass from kilometer 0.000 to kilometer

3. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-commercial purposes and resides within a distance of twenty kilometers from the toll plaza is Rs. 215.00 (Rupees Two Hundred Fifteen only) for the year 2013-14 and is subject to revision every year as per the provisions of the National Highways Fee (Determination of Rates and Collection) Rules, 2008.
4. For multiple journeys on the highway section, passes shall be issued at the following rates, namely :— Amount Payable Maximum number of one way journeys allowed Period of validity One and half times of the fee for one way journey Two Twenty four hours from the time of payment Two-third of amount of the fee payable for fifty single journeys.

5. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the prescribed rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicle.
6. Mechanical vehicle which is loaded in excess of permissible load specified for its category under the Rules, shall be liable to pay fee at such rates which is applicable for the next higher category of the vehicles and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle.
7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the said Rule.
8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said Rules.
9. Based on the base rate of fee per km for the base year 2007-2008 as mentioned in Table-1, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority and published and will further be revised annually and published in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and vernacular language accordingly.
10. The estimated capital cost of the project is Rs. 363.00 Crores. The Authority shall maintain a record of the recovery of capital cost through user fee realized and after recovery of the capital cost, the fee leviable shall be reduced to 40% of the rates and shall be revised annually in accordance with the said rules.
