Provided that-
(i) in the case of sugarcane delivered at any purchase centre,-
(a) if the sugarcane is transported to the factory by the owner by rail a .r~bate of .thirty.two paise per quintal shall be made from the mimmum price or the agreed price. as the case may be; or
(b) if the ~ugarcaDe is transported to the' !acto;'y by road by the owner on his own transport, a. rebate,' not- ex.ceeding 2.5 paise' (t\VO and i~ h~lf paise) p~ quintal," per kilometer subject to a maximum of thirty-two paise per quinta', Sh,,',1. be .made from' the minimum price or the agreed, price, as be case mav be, subject to the eondition that a certificate regarding the actual distance from the purchasing centre concerned to the factory and the rate per kilometer applrcable in that case or. the basis of which the rebate is charged, is obtained from the Central Government. or the state Government, or the' Di,rector of Agriculture, or the Cane Com missioner, or the District Magistrate, wif'lin their respective jurisdiction.
Explanation.-For the purpose of clause (b), the distance of less than hEllf a kilorrLeter shall be ignored while a dista":1cecf half or more than half a kilometer, shall:be counted as one kilometer.
(H) the, Central Government' or the State Covernrnent, or the Director (If Agriculture, or the Cane Commissioner, or the District Magistra'i.e may allow a suitable rebate in the minimum price Dr the agreed price, as the case may be, for burnt cane supplied to factories with.
in their respective jurisdictio.n, subject to the condition that the rebate so allowed does DOt exceed the reduction in price on ac count of the estimated shortfall in the recovery of sugar from burnt cane;
(iii) where the sugarcane is brought bound in bundles and weighed as such, the Central Government, Dr with the approval of the Centrul Government, the state Government, or the Director of' Agriculture, or the Cane commissioner. or the Di~trict Magistrate, within their respective jurisdict~ori may allow a 5l1itah~erebate in regard to the weight of the binding material not excetding 0.625 kilograms per quintal of sugarc;:me; and '
(iv) the Central Governm\'!nt, or with the approval of the Central Govern ment the, State :Government may allow a suitable rebate in the minirrlUm price. or the agreed price, as the case may be, for any other 'reasons to be specified by the Central Government or the state Government, as the case may be.";
