Section 111: Casual Elections

(1) When the seat of a member elected to a Panchayat becomes vacant or is declared vacant or his/her election to the Panchayat is declared void, the commission shall subject to the provisions of the sub-rule (2), by a notification in the Official Gazette, call upon the ward concerned to elect a person for the purpose of filling the vacancy caused before such date as may be specified in the notification, and the provision of the Regulation and these rules and order made thereunder shall apply, as far as may be, in relation to the election of a member to fill such vacancy.

(2) If the vacancy so caused by a vacancy in a seat reserved in any such ward for the Scheduled Caste or for the Scheduled Tribe or for a woman, the notification issued under sub-rule (1) shall specify that the person to fill that seat belong to the Scheduled Castes or the Scheduled Tribes or be a woman, as the case may be.

(3) Any casual vacancy shall be filled up within a period of Six months from the date of occurrence of such vacancy, no election shall be held to fill a casual vacancy occurring within six months prior to the General Election of a Gram Panchayat or District Panchayat.
