As soon as may be after a candidate has been declared by the Returning Officer to be elected, the Returning Officer shall grant to such candidate a certificate of election in Form-23 and obtain from the candidate an acknowledgement of its receipt duly signed by him and immediately send the acknowledgement by registered post to the Director of Panchayat Elections.
