The Government may, by notification in the Official Gazette, appoint for the purposes of this Act or any of its provisions any persons or any authority to be a Highway Authority for all the highways in the Union territory of Goa, Daman and Diu, or in parts of the Union territory or for any particular highway or highways therein, specified in the notification.
