The Court may, . w~enev:er ~t thinks fit, receive and. register proceedings InStituted under the Act and applica tions made under these rules, by persons who are paupers, and may iSISue summons or notices on behalf of such persons, without payment or. on a part payment of the fees and costs mentioned in rules 43 and '34.
