1 of the Principal Regulations Clause 6.7 (1) of Attachment – 1 of the Principal Regulations, shall be substituted as under:- “The metering for 230 V single-phase supply shall be provided on a suitable board, located in such a place protected from sun and rain enclosed in a suitable tamper-proof box and shall be in a convenient position for taking readings. Similarly, for 400 Volts three phase supply also, the meters and associated metering equipment including connections shall be enclosed in a suitable tamper-proof box. The tamper-proof box shall be of sufficient strength and design with locking and sealing devices and shall have adequate provision for heat dissipation with the required electrical clearances. The design shall permit readings to be taken without access to the meter or its connections. The terminals of the meter and box shall be made tamper – proof and sealed.

[ADVT.-III/4/Exty./426/16] EXPLANATORY NOTE ON DISTRIBUTION CODE (FIRST AMENDMENT) REGULATIONS, 2016 Joint Electricity Regulatory Commission for the State of Goa & Union Territories is regulating the electricity sector in the State of Goa and Union Territories of Andaman & Nicobar Islands, Dadra & Nagar Haveli, Daman & Diu, Chandigarh, Lakshadweep and Puducherry. The Commission in exercise of powers conferred under sub-Sections (1) and
(2) of Section 181 of the Electricity Act, 2003 (36 of 2003) and all other powers enabling it in this behalf and after previous publications notified the Regulations called Joint Electricity Regulatory Commission (Distribution Code) Regulations, 2010, on 23 rd May, 2011.
These Regulations were intended to enforce standards with respect to Quality, Continuity and Reliability of service by the licensees. Over a period of time with experience gained and feedback available, the Commission felt the need for a review of these regulations especially on the provisions relating to Power Quality Standards; Distribution planning for reduction of losses in the system in a cost effective manner; to ensure and maintain reliable and sound communication means for exchange of data, operating instructions etc. transparently between the licensee SLDC and the consumer having certain stipulated level of demand; Safety Co-ordination between the licensee and users; and provisions of foolproof metering cubicles for metering 230 V Single Phase Supply and 400 V three phase supply as per CEA’s metering standards. At the same time, the endeavour during this review is also to rectify anomalies wherever noticed so as to present the Regulations in a more coherent and comprehensive manner to be easily understood for implementation by the licensee and the users.
Draft of the Joint Electricity Regulatory Commission for the State of Goa & Union Territories (Distribution Code) (First Amendment) Regulations, 2016 is accordingly formulated and as approved by the Commission is attached. In accordance with Rules 2005 for previous publication notified by the Central Government vide Notification No. GSR- 387(E) dated 09.06.2005, notice is issued, uploading the draft on the website of JERC inviting views/comments/ suggestions of EDs (deemed licensees) and all other stakeholders).
